Provincial Capacity Development Advisor , Kabul- Afghanistan


General Directorate for Program Implementation and Coordination Unit (PICU) is responsible for the supervision of programme implementation at national and provincial level and donor coordination of projects underway. It provides support, services and supervision to Provincial Departments to ensure the coordination of design, implementation and management of programme. It is also responsible for ensuring timely and accurate reporting and budget control. It guides and oversees the implementation of regulation and control of agriculture practice and enterprise through the provincial departments. Under the management of PICU the Provincial Departments are responsible for planning and implementation of MAIL programmes. They are also responsible for the coordination of participatory needs assessment at district level that helps to set the development agenda for MAIL. This important role needs capacity development in programme coordination and implementation at provincial and district level.
Nature and scope of assignment:
This assignment involves supporting a government-led capacity development program within the Ministry of Agriculture, Irrigation and Livestock (MAIL). Under the supervision of the Director General for the Program Implementation Unit (PICU), the successful candidate will provide technical advice and inputs in respect of capacity development, training and organizational restructuring at the provincial level. The successful applicant will be expected to work with and through his/her Afghan national counterparts, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.
Duties and responsibilities:
The Provincial Capacity Development Advisor’s primary responsibility is to assist in the implementation of programme planning policies and guidelines and to assist in the implementation of projects in the provinces. This role is also responsible for building management and reporting capacity of civil servants in the Provincial Agriculture Department. The Advisor will work with procedures and guidelines formulated by PICU and PPD to support the development of programme implementation, management and monitoring capacity of the provincial staff. The successful candidate will provide coaching and mentoring support in leading the Capacity Development Program in PICU. The Provincial Capacity Development Advisor will carry out the following specific duties as listed:
• Assist in developing management and planning capacity to enable key mechanisms for programme and project implementation. • Assist the change management process including the identification of key future functions and the establishment of appropriate Program Implementation and Coordination Unit for implementation.
• Assist the enhancement of understanding of the program management cycle and ability to contribute to program project management.
• Assist in the implementation and roll-out of the principal’s practical application and importance of Monitoring and Evaluation at PICU.
• Assist in the delivery methodology to enhance the understanding of the requirements to document and increase the capability of PICU staff to prepare basic reports concept notes and proposals as per standard format.
• Provide effective training, mentoring and coaching in programme planning, implementation, management and reporting.
• Assist and contribute to promote the organizational and institutional development as per the result of the change management analysis process at the provincial level
• Provide advice and guidance in developing analysis for identification and prioritization of development needs for farmers and rural communities.
• Assist in cooperating and coordinating functions in the context of project and program implementation
• Assist in annual development plans and budgets for the departmental reform process
• Assist in developing annual plan and its implementation
• Insure smooth implementation of program and project at provincial and district level
• Improve coordination among various stakeholders at both provincial and district level
• Develop monthly progress report
• Develop the capacity of provincial MAIL employees
Deliverables:•
Provincial Department of Agriculture that is capable of planning, implementing, managing programmes and projects in the province and districts. • Established M and E and reporting systems for provincial programmes and projects. • Established methods for participatory appraisals at district level to identify priority projects. • Documentation for capacity needs assessment and skills training programmes for the provincial and district staff. • Where relevant, strong links and cooperation with CARD and support to meet CARD development objectives
Skills, experience and qualifications required

Qualifications:
The successful candidate should have the following skills, experience and qualifications: • University degree, preferably in Human Resource Management, Public Administration, Business Administration or related subject, preferably at Masters’ Level or above • Minimum 10 years’ development or governance experience, including at least 5 years’ experience in a role with significant responsibilities for capacity building, organizational development or Public Administration Reform • Demonstrated history of providing training, coaching and mentoring to local counterpart staff • Able to produce reports and other standards documents, in English, up to a professional standard • Previous experience in under-developed, insecure or post-conflict environments a plus • Fluency in Dari and/or Pashto a plus
Afghan expatriates and nationals of countries in Afghanistan’s region are especially preferred for this position.
