Vice President, Business Development
The QED Group, LLC, is a full-service international consulting firm committed to solving client challenges through innovative solutions. QED’s three core service areas are Monitoring and Evaluation, Knowledge Management and Professional Services.
Reporting to the President & CEO and a member of the Executive Team, the Vice President for Business Development will direct QED’s New Business Unit, providing overall leadership, strategic direction, and management oversight.  The VP—who oversees a team of proposal coordinators and a cost specialist—will support the identification of new opportunities in collaboration with Practice Directors and will define processes and procedures to ensure that all proposals are consistently of the highest quality, competitive, compliant, and responsive.
The VP will, in close collaboration with Practice Directors, scan for new business development opportunities, design and manage the proposal development process from the identification, qualification and resourcing of potential procurements, manage the proposal preparation and submission process and serve as the primary point of contact with potential clients through award.
The successful candidate will network with and market QED to existing and potential clients and collaborative organizations with the primary goal of expanding and diversifying QED’s portfolio as defined in the company’s strategic plan.  
Duties and Responsibilities:
  • Recruit, hire and manage BD unit staff as needed;
  • Provide weekly BD updates to the CEO;
  • Translate corporate vision and goals into working direction for the business development team in order to meet/exceed all sales;
  • Integrate the BD plan with the Corporate and Practice goals.  Share responsibility for sales goals with the Practice Directors;
  • Analyze competitive markets and plan outreach campaigns to clients and cooperating organizations;
  • Oversee the full BD and proposal lifecycle including business development, capture management, and proposal development and submission;
  • Develop and manage New Business Pipeline, in coordination with the Practice Directors, that meets corporate sales and revenue goals;
  • Conduct weekly reviews of new business pipeline, and the priority opportunities, with corporate leadership;
  • Maintain records of Gate Reviews and current status of each opportunity in the pipeline;
  • Ensure the development of tailored, thorough, compelling and well-presented proposals in a fast-paced, deadline-driven environment, providing hands on support, as needed, to the preparation of proposals;
  • Ensure the preparation and submission of USG compliant and price competitive cost volumes including detailed budget and budget notes, representations, and certifications.
  • Market programs and corporate capabilities to existing and potential donors and potential partners;
  • Define, enhance and streamline processes for collecting, disseminating and storing business information and proposal materials;
  • Manage technical and cost proposal teams to include assessment of staff strengths and weaknesses; assignment of work and time schedules; coordination of QED work with partnering organizations; manage and participate in all gate/color reviews and refinement of proposals prior to final production; and coordination of proposal delivery to client by mandated deadlines;
  • Work with PDs to manage contacts and discussions with potential prime and subcontractors;
  • Implement and monitor the BD budget, including control of B&P expenditures;
  • Participate in the development of corporate annual operating plans and budgets;
  • Coordinate orientation and training of all company staff involved in new business to familiarize them with tools, resources, processes and procedures;
  • Ensure the successful transfer of awards from the BD Unit to Programs
Key Qualifications:
  • Graduate degree in Business, Business Administration, International Development or related discipline.
  • Fluency in English required. Proficiency in other official UN languages is desirable.
  • At least 15 years of professional experience with a minimum of five years experience managing a new business unit/team for a mid-size to large professional services or managing consulting company on International Development projects, preferably in the areas of Monitoring and Evaluation, Knowledge Management and Professional Services
  • Demonstrated track record of contributing to a company’s growth through successful new business capture
  • Demonstrated management and leadership skills with substantial proposal writing experience on US Government procurements.
  • Ability to work effectively in a fast-paced team environment.
  • Strong knowledge of the USAID proposal process, other federal government proposal processes (e.g. CDC, USDA, State Department, etc.) and other international donor agencies such as DFID is required.
  • In depth knowledge of and experience with USAID rules and regulations preferred.
  • Outstanding communication, writing, problem-solving, and proposal management skills.
  • Successful track record of managing and mentoring less experienced business development staff.
  • Demonstrated history of success in winning a high volume of bids.
