The International Transport Forum (ITF) is a global intergovernmental organisation within the OECD family which presently brings together more than 50 Transport Ministers to discuss the strategic and policy challenges of the sector and foster a deeper understanding of the essential role played by transport in economies and societies.
The ITF is looking for one or more junior transport researcher(s) to contribute to the work of the International Transport Forum’s Research Centre. He or she will work under the general supervision of the Head of the ITF’s Research Centre. These positions are part of the effort to reinforce the ITF’s capacity in policy advice, research and facilitation of knowledge sharing.
This position is open to citizens of OECD countries as well as of member countries of the International Transport Forum.
Main Responsibilities:
Analysis and drafting
- Assist in implementing the work programme of the ITF, with primary focus on emerging transport policy issues of global interest across all modes of transport;
- Undertake rigorous analysis in support of the ITF’s research work, in economics or in other relevant scientific domains, notably in relation to aviation and maritime policy issues and to scenario analysis of long run trends in transport;
- Draft and edit reports. (See ITF Discussion Papers for examples of the kind of analytical ability required, available on the ITF website).
Meetings, representation and liaison
- Contribute to the analytical preparation and practical organisation of ITF meetings, such as expert roundtable meetings, workshops, annual Summit sessions, ITF Committee meetings, etc.;
- Develop strong working relationships with participants in ITF meetings;
- Work with all stakeholders, including ITF colleagues, Member country representatives, external researchers and academics, and business and civil society, on joint projects; assure the quality and increase the influence of transport analysis.
Candidate’s profile:
Academic Background
- An advanced university degree, preferably a Ph.D. near completion or completed no more than three years ago. Candidates from diverse disciplines (economics, engineering, geography…) will be considered. Expertise in transport policy analysis is the key requirement.
Professional Background
- Professional experience with applying scientific methods to transport or related policy issues in academia, business or government is a positive factor in the evaluation of the candidates.
Languages
- An excellent command of one of the two official languages of the OECD (English and French) is required. Working ability in the other official language is an advantage. Ability in other languages would be an asset.
Key competencies
- Proven capacity for applying scientific methods in analysis of complex transport systems;
- Demonstrable experience in drafting clear and concise reports and ability to synthesise research findings for discussion by policy makers;
- Aptitude to contributing to work in a team;
- Ability to work under pressure, manage time effectively, meet deadlines and deliver results.
Contract Duration:
Initial fixed term appointment of 12 months, with possibility of renewal for a further 12 months. Ideal starting date: Autumn 2013.
