Psychosocial Officer- Turkey

PROGRAM BACKGROUND
International Medical Corps initiated programing in southern Turkey in response to refugee influx. Activities in Turkey include primary health care, mental health and psychosocial services, protection, and rehabilitation for people with disabilities. The response is dynamic and adjusts regularly to an evolving context.

JOB SUMMARY
The Psychosocial Officer will manage the provision of targeted psychosocial support (e.g. recreational and psycho-educational activities) to Syrian refugee populations in target locations. Special focus will be given to particularly vulnerable groups, including women and children, survivors of violence, and youth displaced from regular educational activities. He/She will report to the Site Coordinator with technical supervision from the expatriate Protection Coordinator.

The psychosocial officer will be based in Turkey and support activities related to youth empowerment, child friendly spaces, psychosocial group activities, gender based violence and people with disabilities. The psychosocial officer will develop internal program links with the health, mental health/psychosocial, rehabilitation, and protection sectors. External links with organizations and government will be developed and maintained.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Conduct/participate in Mental Health and Psychosocial needs assessment among the affected populations. This will include assessments consistent with IASC guidelines and Mental Health Psychosocial WHO assessment toolkit, at different stages of program planning and implementation.
- Join or initiate interagency coordination mechanisms for the provision of mental health and psychosocial support and share relevant information.
- Develop and implement ideas for psychosocial programs with youth, women, children and vulnerable groups in target sites,
- Hold focus group discussions and key informant interviews with the refugee population in each of these groups in each site in order to assess need, develop projects and identify project leaders to be national psychosocail officers. Support these psychosocial activities by provision of technical support, trainings, materials and supplies to the national psychosocial officers.
- Train primary health care providers and first responders on key principles of psychological first aid (PFA) and provide orientation on relevant sheets within the IASC MHPSS guidelines (1/2 day) in target sites.
- Identify and train national PFA trainers through a PFA training of trainers program.
- Set up, monitor and develop Youth Empowerment Program (YEP), Child Friendly Space (CFS) and community based Psychosocial (PSS) activities in target sites, providing capacity building and field supervision for national staff on an ongoing basis.
- Supervisory role for all members of the Mental Health Psychosocial (MHPSS) team providing services in these sites, including:
a.    Locating and interviewing potential candidates for all aspects of MHPSS program.
b.    Ensuring activities and trainings, including YEP, CFS, community based activities, and PFA trainings run according to protocol and programme development.
c.    Developing and identifying necessary measuring tools to assess success in accordance to indicators of program.
d.    Develop M&E tools and analysis of program M&E activities in the field.
e.    Work closely with IMC national psychosocial staff and logistics officer to ensure that psychosocial and mental health programming and activities in target sites supported   technically , logictically and administratively.
f.    Program development and recommendations, as required.
g.    Ensure programming is on track in absence of direct supervisor; reporting daily on important issues that require supervisor feedback and decision making.

MONITORING AND EVALUATION
- Gathers from the field and classifies mental health and psychosocial from a variety of prepared and original source documents, forms, and records; identifies and corrects errors; performs clerical and related office tasks as assigned, such as maintaining records of work received and work performed; verifies data input;
- Completes intake assessments, evaluations, treatment recommendations, reviews, and other documentation as necessary.
- Developing and identifying necessary measuring tools to assess success in accordance to indicators of program.
- Implementing and coordinating measurement tools in the field.

REPORTING
- Keeps track of clients/beneficiaries through IMC attendance records, to be submitted at the end of every month. Reports to include number of women, youth and/or other vulnerable groups partaking in IMC-supported PSS activities, including YEP, CFS, PFA and group interventions, disaggregated by age and gender.
- Data collection, collation and analysis.
- Program documentation, data collection, analysis, and final outcomes report for donor reports.
- Documentation of all activities and outcomes. Submit regular reports.
- Office documentation and other duties as required by supervisor.
QUALIFICATIONS: (Training/education/experience/physical demands required; provide 6-8 requirements)    
-    The qualified candidate must be a mental health specialist or social worker with extensive psychosocial programming experience; or equivalent degree with 5 + years in setting up or implementing psychosocial programs at national and international levels
-    In depth knowledge of Psychosocial programming in the humanitarian context
-    Experience implementing Youth Empowerment Programming, Child Friendly Spaces, Case Management, Psychosocial programming for people affected by disaster
-    Familiarity with IASC Guidelines on Mental Health and Psychosocial Support In Emergency Settings
-    Training experience required
-    Experience working in the Middle East is a plus
-    Strong organizational and supervisory skills with excellent reporting & writing skills
-    Strong interpersonal skills and the ability to work within different cultural environments
-    Honest, hard working and a self-motivated person able to work in a dynamic environment
-    Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources
-    An excellent command of verbal and written English
-    Arabic Language is great advantage
