Emergency Response Coordinator , International Organization for Migration

IOM is looking for an experienced and dynamic Emergency Response Coordinator ready for immediate deployment to lead a multi-sector intervention in a fluid and unique context. The Disaster Response Coordinator reports to the Chief of Mission based in Pohnpei and is a key member of the Senior Management Team of IOM operations in the north Pacific region. 

Duties and Responsibilities:

Overall responsibilities
• Leads the implementation of IOM Micronesia’s disaster response program.
• Maintains and updates the Relief Plan based on needs, capacities and priorities agreed with the Chief of Mission.
• Ensures that required resources are allocated to the program to permit an efficient and effective implementation of IOM’s disaster response operations in the Marshall Islands. This, in close cooperation with the Chief of Mission and relevant units, such as the Resource Management Unit and Logistics.
• Builds the team and ensures staff commitment in a positive and participatory approach.
• Is in charge of monitoring and evaluating the disaster response and mainstreaming accountability principles.
• Directly supervises sectoral experts, in WASH, agriculture, nutrition and logistics.
• Seeks support from the Regional Emergency Advisor based in Bangkok and, when required, the Department of Operations and Emergencies in Geneva.
• Maintains contact with relevant partners and donors to ensure a relevant and efficient emergency planning and response.
• Takes part, when relevant, in the regular information sharing and sector related working groups, in coordination with the Chief of Mission and other sector coordinators/Heads of Units.
• Any other duties as assigned by the Chief of Mission. 
Required qualifications
• At least 7 years of international practical experience in the UN, INGO, Senior Management position, among which at least 3 years in an emergency context.
• Multi-years international experience in managing medium to large-scale programmes.
• Strong context knowledge (Pacific Region) and strategic analytical capacity are required.
• Ability to prioritize.
• Quality, result and accountability driven.
• Used to deal with large teams in a politicized and changing environment.
• Ability to mobilise, lead the teams and build capacities.
• Strong experience in working with national partners, local/government authorities.
• Good communication skills.
• Full proficiency in spoken and written English. Proficiency in a local language is an advantage,
• Working experience with IOM and/or another UN agency is desirable. 
• Experience working on USAID-funded projects is essential.

Conditions:
Availability: Immediately
Duty station: Majuro, with outer atoll visits. 
Contract: Commencing ASAP, for 3 months, renewable upon funding and performance.

This is a consultancy position and with a remuneration package including a competitive salary equivalent to the United Nations P4 Professional Grade, and includes applicable allowances. In addition, the Organization will arrange and pay for accommodation, local transportation and communication costs for the consultant.
