Managing Consultant - Economics of Public Policy

Brussels/London

Excellent salary and benefits

ICF GHK (an ICF International company) is a global consultancy. Our four guiding principles of quality, innovation, commitment and value have made ICF GHK a leading provider to governments and their agencies and stakeholders around the world. We offer services covering the whole policy, programme and project cycle - including research, evaluation, financial and wider impact assessment, as well as support for implementation. We develop innovative and effective solutions that improve quality of life for people around the world.

ICF GHK is a major provider of policy development and evaluation services to the European Commission and to UK government. For the EC we have delivered over 50 impact assessments and evaluations over the past three years across the full range of policy areas, many of which have required economic and econometric analysis. Our UK clients include: BIS, Financial Conduct Authority, Office of Fair Trading, Ofgem, Ofwat, the Better Regulation Delivery Office, NICE and PCT trusts.

This is an exciting opportunity for an established Economist and experienced public policy evaluator to join our team in Brussels or London. With the continued development of economic and econometric techniques, we are looking to strengthen our existing economics expertise in the design, development, implementation and evaluation of public policy.

In addition to at least 8 years’ experience and a Master’s Degree in economics, you should also have strong analytical and communication skills. Managerial experience in a consultancy environment would be welcome. Familiarity with economic principles, including experience of evaluation of public policies and the application of economics and impact assessment in one or more of the following areas is essential for this role:
  1. Regulation and competition: the provision of advice on regulation, competition and markets, including through economic analysis, behavioural economics, policy design, competition assessments and impact assessment;
  2. Labour markets: the assessment of education and skills policies, and social protection measures, including the use of panel data and econometric models to examine costs and benefits;
  3. Health services: the evaluation of public health services and the cost-benefit analysis of alternative measures.
A background of providing services to the European Commission and/or previous consultancy experience would be an advantage. All candidates must be fluent in English and an additional European language would be desirable.

Whilst the work is mainly for clients in the UK and European institutions, opportunities to work internationally may arise.

We are an equal opportunities employer.
