NRC’s Education program opened a Vocational and Life skills Education (VLE) Centre in late 2012 in Hpa-An, Kayin State, in the Southeast region of Myanmar. 2014 will see the opening of a second VLE Center outside of Dawei, Tanintharyi Region. It provides training for conflict-affected youth in vocational skills; basic business management skills; life skills, including peace-building, decision-making and problem solving skills, and awareness of safe sex, drugs, human trafficking and safe migration methods; and internship opportunities, among other components. During 2013, NRC’s Education program also launched carpentry apprenticeships for targeted youth on NRC school construction sites, and also a mobile Food Preservation Training activity conducted in villages. All Education program activities are focused on enhancing livelihood strategies and opportunities for conflict-affected youth in safe and secure environments.
The PM-Education shall work under the guidance of the NRC Country Director (CD) to fulfil the objectives of NRC as stated in NRC’s global Education Policy and related Youth Education documents; the NRC Myanmar Country Strategy and annual Plan of Action; and the Education Program macro log frame and narrative, work plans and budgets. The PM-Education reports to the NRC CD in Myanmar.
Job description
◾Be responsible for the development, implementation and monitoring of the Education Programme (skills training/literacy classes for youth) in Myanmar.
◾Assume responsibility for preparation of proposals, work plans, budgets and reports to donors.
◾Assess suggested areas of operation regarding VLE Centres, program activities, partners, staff and program participants in cooperation with national, state and local authorities, agencies and organisations.
◾Liaise with state-level ministry partners, and other relevant authorities and stakeholders at county and district level.
◾Recruit, train, supervise, co-ordinate and maintain capacity building of national staff and VLE Trainers.
◾Ensure coordination and cooperation between the Education program and all other NRC core competency programs.
◾Advocate for the rights of displaced people and particularly the right to education.
◾Formalize and entrust project supervision to respective national staff members.
◾Identify or develop training and teaching materials with particular emphasis on participatory methodology.
◾Administer, supervise and monitor partners, national staff and VLE Centre staff.
◾Plan and manage workshops and seminars.
◾Identify and cooperate with partners on program skills training.
◾Ensure selection criteria for and monitor engagement of program participants; communities, youth and community leaders.
◾Conduct regular M&E of all program activities, ensuring that M&E results are reported on and fed back into improving the Education program.
◾Oversee the construction of any VLE training facilities.
◾Participate in relevant meetings.
◾Assume responsibility for required project and progress reporting, both narrative and financial, to CD and donors, including a comprehensive report to the CD on the last day of every month.
◾In conjunction with SIRP management and consortium partners, design appropriate vocational and livelihood activities and documentation for the SIRP program, and oversee their implementation across all 3 SIRP implementation areas.
◾Function as a team leader/mentor and focal PM for the Kayin State office; for both program and support staff teams.
◾Work closely with the Program Support Coordinator (PSC) in Kayin State office to ensure the smooth functioning of the office and cohesion of all program teams.
◾In conjunction with the Kayin State office PSC, function as a Focal Point for state government liaison with NRC.
◾Any other task relevant to the position as requested by the Country Director.

Qualifications
◾Higher degree in Education / Pedagogy (Degree in Development Studies, or Social Sciences is also desirable)
◾Proven track record of management skills, including personnel and financial management.
◾Experience with participatory teaching and vocational skills training desirable.
◾Experience negotiating and liaison with governments and education authorities at national and regional levels.
◾Experience from humanitarian contexts and/or protection work.
◾Experience in conducting education assessments highly desirable (including planning, training and carrying out assessments).
◾Understanding and practical experience in the use of international standards and guidelines such as: the INEE Minimum Standards, the IASC CPWG Minimum Standards for Child Protection, IASC Guidelines on Mental Health and Psychosocial Support, etc.
◾Project management in emergencies or development projects, preferably from working with refugees and/or IDPs.
◾Strong planning, budgeting, M&E and reporting skills
◾Experience living in challenging contexts, preferably international
◾Knowledge of region is desireable
◾Excellent English, both oral and in writing.

◾Duty station: Duty station will be Southeast Myanmar, with frequent travel between Kayin State and Thanintharyi Region
