OBJECTIVES OF THE PROGRAMME :
The WHO Programme on HIV is guided by the Global Health Strategy for HIV 2011 - 2015. Its goals, consistent with Getting to Zero: UNAIDS Strategy 2011 - 2015 and international commitments, are to achieve universal access to prevention, diagnosis, treatment and care interventions for all in need, and to contribute to achieving health-related Millenium Development Goals (MDGs) and their associated targets by 2015.
The objective of the Department of HIV is to lead an effective, organization wide HIV effort to support Member States in the implementation of the Strategy. The Department of HIV provides technical and strategic leadership in key technical areas, and leverages the capacity of other HQ Departments to contribute to the broader HIV programme. The Department of HIV works closely with Regional Offices to maximize WHO's impact in countries. The immediate strategic objective of the "Strategic Information and Planning" Unit focuses on Strategic Direction 3: "Build strong and sustainable systems". In this area, it takes technical leadership in areas related to Strategic Information on HIV (including surveillance, monitoring and global reporting on the health sector response) and health sector planning and programmatic guidance for HIV. The Unit will work closely with other Departments to ensure adequate work related to broader HIV relevant health sector planning, health financing, and human resources for health.
Description of duties:
1. Lead and manage the Strategic Information and Planning Unit and ensuring the achievement of timely and high quality outputs as defined in its work plan and advised by the Director.
These include:
- lead the systematic compilation, analysis and production of strategic information on progress in, and impact of, the HIV health sector in WHO member states, and associated WHO country intelligence;
- develop, update and promote strategic information guidelines for the health sector response to HIV, including in innovative areas such as linkages and retention in the continuum of care and impact measurement;
- advance the development and implementation of Patient Monitoring systems;
- provide conceptual leadership and oversee thematically focused global reporting on progress in the health sector response to HIV including the status of implementation of clinical guidelines;
- develop, update and promote key HIV surveillance instruments including in evolving areas such as paediatric surveillance, HIV surveillance in generalised epidemics, the use of incidence essays, and HIV surveillance in relation to key populations;
- ensure availability and application of a core set of planning tools for the HIV health sector response including on costing, national strategic planning and programme monitoring;
- collaborate, provide advice and high level technical support to key partners in strategic information and planning including UNAIDS, the World Bank, IHP+ and other health initiatives, and the Global Fund to Fight AIDS, Tuberculosis and Malaria, including technical and policy briefs on priority interventions and actions (updated ahead of each GFATM funding round and TRP).

2. Collaborate with other HQ Departments and Regional Offices to develop, implement and monitor aspects related to strategic information and health planning of the WHO wide HIV programme, and support building regional capacities for technical assistance to priority countries.

3. Monitor, analyse and report on global progress in implementation of all aspects of the Global Health Sector Strategy on HIV/AIDS, and to proactively participate in the preparation of HIV/AIDS annual and other reports in these areas.

4. Build and promote strong partnerships with regional, national and international health partners, including UN agencies, Ministries of Health, and NGOs, to establish a sustainable development of HIV/AIDS surveillance, monitoring and evaluation, and operational research.

5. Create an empowering and motivating managerial environment that enhances professional excellence, by providing staff with clear directions and support in meeting their objectives, ensuring that roles and responsibilities are clearly defined and understood, as well as providing staff with regular feedback and addressing performance issues.

6. Other duties as assigned by the Director of the HIV Department.
REQUIRED QUALIFICATIONS
Education:
Essential
Advanced degree in medicine, epidemiology, biostatistics, economics or allied field of social sciences.

Desirable
Postgraduate degree in public health, health planning or related field.
Skills: 
- Demonstrated knowledge of generating strategic information in a public health environment with emphasis on HIV/AIDS prevention and control, complemented by demonstrated skills in the field of data collection, assessment, monitoring, analysis and evaluation. In particular, demonstrated ability to guide use of strategic information for programmatic decision making at country level.
- Ability to conceptualize and implement innovative policies and strategies. Ability to provide advice and high level technical support to key partners in strategic information and planning.
- Proven ability to communicate and write in a clear and concise manner.
- Excellent interpersonal skills, complemented by leadership skills and ability to promote consensus.
- Tact, discretion and diplomacy.

Experience:
Essential
At least 10 years of experience, in a national and international context, in the analysis, planning, implementation and evaluation of HIV/AIDS responses and programmes. Substantial experience in the design of programme monitoring and/or disease surveillance and response monitoring strategies, preferably in the area of HIV/AIDS. Publication of epidemiological reports at global and national/regional level. Experience in health sector planning for HIV and guiding programmatic decision making in low- and middle income countries, including several years of work experience in low - or middle income countries. Several years of track record in managing teams of experts with a different technical and cultural background.

Desirable
Experience in or sound knowledge of WHO mandate and goals in the field of HIV/AIDS, or experience in international organizations or institutions. Provision of technical support for the development of national HIV/AIDS patient monitoring and/or HIV surveillance systems in developing countries.
Languages:
Expert knowledge of English is required. Intermediate knowledge of French would be an asset.

USD 95'394 at single rate
USD 103'204 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
