Job Summary

The Australia Indonesia Partnership for Decentralisation (AIPD) supports the Government of Indonesia to improve the performance of provincial and local governments. More specifically, AIPD aims to improve public service provision in health and education. AIPD works with the central government as well as five provincial governments, namely Papua, West Papua, East Nusa Tenggara, West Nusa Tenggara and East Java, and 20 district governments within those provinces, starting from 2011 to 2015.
 
In the remaining one and half years of the program, AIPD will accelerate the implementation by prioritizing the interventions that improve specific frontline service priorities. With its mandate and core competence in Public Financial Management, AIPD will focus implementation more at the level of frontline service providers and citizen/community levels, forging stronger links between all key stakeholder to ensure the greater participation, in planning, budgeting, implementation and monitoring of provision of basic services particularly in education and health sector in targeted location of Landasan Papua program. AIPD and local government of Papua and West Papua, has selected 3 Kabupaten in Papua and another 3 in West Papua as location to pilot the program.
 
AIPD has a vacancy for Health Planning and Management Specialist, to strengthen the capacity of AIPD's Landasan Papua (Community Facilitation) Program in the health sector. The target program locations cover the kabupaten (regions) of Jayapura, Merauke and Supiori in Papua Province, and the kabupaten (regions) of Fak-Fak, Kaimana and Manokwari in West Papua Province.

Job Location: The job will be based in Manokwari or Jayapura with travel as needed to the 6 kabupaten and 18 districts/ kecamatan where the Landasan Papua (Community Facilitation) Program activities are located in the provinces of Papua and West Papua.

Key Responsibilities

  1. ​Supporting the Project Coordinator/Governance Advisor in the development of effective planning, implementation and monitoring to achieve the program targets in the health sector;
  2. Building good relations with Implementing Partners (IP) to ensure the quality implementation of the program in accordance with the time frame that has been set;
  3. Providing high quality technical input as needed, in accord with the demands and subject to the agreement of the Project Coordinator/Governance Advisor, on the development and review of the ToR and concept, modules and reports, and on the development of institutional relations in the health sector by the Implementing Partners (IPs) and Project Officers (POs);
  4. Organising the necessary meetings and trainings and developing institutional links in the health sector as needed, in accord with the demands and subject to the approval of the Project Coordinator/Governance Advisor; 
  5. Developing the modules and tools required to meet the needs of the institutional capacity strengthening of health service units based upon Minimum Service Standards (SPM), according to the needs and requests of the Project Coordinator/Governance Advisor;
  6. Collecting relevant best practice experiences and examples of learning from the field associated with the programs of AIPD and other donors;
  7. Periodically and/or as needed, undertaking the monitoring and supervision of the implementation of the Landasan Papua (Community Facilitation) Program through visits to the districts (kecamatan), villages and service units; and providing input as well as reports to the Project Coordinator/Governance Advisor, using an effective strategy and approach;
  8. Providing written inputs and/or reports on activities, 6-monthly reports, and annual reports to the Project Coordinator / Governance Advisor;
  9. Developing mutually synergistic teamwork among the different parts within the program and/or  among the program regions;
  10. Other tasks as needed.
