Background
Purpose of Contract
UNICEF Ukraine implements project on Health Communication and Promotion on Reproductive, Mother and Child Health (HPC on RMCH). The Project includes capacity building, awareness raising and behaviour change components; all those are being implemented at national level and in four regions – Zhitomyrska, Rivnenska, Ivano-Frankivska oblasts and AR Crimea. In support to all project components and to streamline implementation of regional awareness campaigns there is a need to involve expert on branding, design and social marketing. The expert will develop concrete communication products, provide advice and supervision on regional campaigns, and facilitate local teams on campaigns implementation.
Duties and Responsibilities
Objective of the Contract with expected results/outcome/products/sub products:
Objective: To revise, finalise and apply design of the website Zdoroviy.com.ua. Outcome: Website Zdoroviy functions with unique, catchy, and bold, design followed by the MCH Brand book elements. The design is in accordance with UNICEF brand book. Objective: To develop brand book for the umbrella branding.Outcome: Umbrella branding for the HPC on RMCH project is developed. The branding should be unique, universal for all topics on RMCH, modern and catchy, resonates with the audience. The Brand Toolkit includes mission statement, communication style, logo, typography, colour, visibility, resources. Objective: To facilitate development of regional campaigns. To oversee quality of the campaign products and implementation.Outcomes: Local workshops on social marketing products development are conducted (at least one per region). Overseeing and facilitation is provided to local teams to ensure development of quality communication products in accordance with RMCH Brand Toolkit. At least one awareness campaign per region is rolled-out.Objective: to improve capacity of the national partner on development of effective health communication materials. Outcomes: workshop on development of effective social marketing materials is conducted for national partner (MoH).Objective: To develop communication materials for national awareness campaign.Outcomes: effective communication materials for the national awareness campaign are developed in accordance with RMCH Brand Toolkit.   • Visual outlook is revised

  • Brand toolkit is finalised and presented to the national partners and to the project regions - Mid July 2014
Regional awareness campaigns
  • Regional contests for local design, web developing, social marketing are developed and facilitated, best candidates are identified - May-July 2014
  • Workshops on effective social marketing materials development and practicing brand toolkit for project regions - July – August 2014
  • Facilitate development of the materials for the project regions - August - September 2014
  • Oversee the quality of the communication materials developed, rolling out of the campaigns in Zhitomyrska, Rivnenska, Ivano-Frankivska oblasts and AR Crimea - September - December 2014
National capacity on communication health materials
  • Workshop on development of effective social marketing materials is conducted for national partner (MoH) January – February 2015 TBC with MoH
National awareness campaign
  • Quality communication materials in line with RMCH Brand Toolkit are developed. January 2015
  • Materials are finalised according to pretesting results and agreed with MoH. 28 February 2015
Details of how the work should be delivered:
Digital files are to be provided in preview and industrial high-resolution format. Workshops are to be delivered in person. Performance indicators for evaluation of results:
  • Quality of developed products, its accordance to the UNICEF style guidelines and UNICEF brand toolkit
  • Quantity of products developed, number of unique designed items
  • Innovation developed/applied
  • Partners' feedback after workshops
  • Good communication and responsibility
  • Strict following of the deadlines
Competencies
  • Demonstrated ability to meet deadlines and work under pressure to produce reports;
  • Flexibility in responding to the needs of UNICEF CO
Required Skills and Experience
  • Advanced university degree in digital, communication, design or other relevant area or equivalent professional work experience in the same field, combined with a university degree
  • Extensive experience in designing, developing, implementing, monitoring and evaluating above-the-line, through-the-line and below-the-line campaigns or campaign materials
  • Verifiable expertise in designing and developing social change or behaviour change campaigns/materials
  • Experience with international organizations, UN Agencies is an asset
  • Knowledge of Russian or Ukrainian and English are obligatory
Definition of supervision arrangements:The contract will be supervised by the Communication for Development Officer. Description of official travel involved:Travel to the field of work will be needed for completion of the assignment. The travel is permitted upon completion of Basic and Advanced Security in the Field Courses. UNICEF recourse in the case of unsatisfactory performance:In the event of unsatisfactory performance, UNICEF reserves the right to terminate the Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assignment completion, UNICEF is entitled to decrease the payment by the range from 30% to 50% of the contract value as decided jointly by the Contract Supervisor and Operations Manager. Support provided by UNICEF:The consultant will receive guidance from UNICEF C4D Officer, Communication Section, ECD Officer and other team members if needed. Additional consultation with UNICEF partners will take place as needed.
