T HE O RGANIZATIONAL S ETTING The International Civil Aviation Organization (ICAO) is the United Nations (UN) designated entity for addressing environmental issues related to international aviation. Part of its mandate is to make available to developing States the requisite technical and financial assistance essential for the reduction of emissions from international aviation. ICAO and the European Commission (EC) have created a dedicated fund to assist States, especially in the Africa and Caribbean regions for capacity building in their programmes and implementation activities to reduce emissions from International Aviation. The focal points in the Air Transport Bureau, Environment Branch (ATB/ENV) will be responsible for overseeing this activity and ensuring that the programme and implementation activities meet the various UN regulations, and also the fiduciary standards of the European Commission. ICAO is currently looking to recruit a Technical Project Consultant who will work under the guidance provided by the ATB/ENV Branch. The Technical Project Consultant will also report to the Monitoring and Evaluation Committee on the milestones as defined in the Project Plan.
M AJOR DUTIES AND R ESPONSIBILI TIES The Technical Project Consultant is expected to function in close coordination with the Programme Coordinator Consultant, with relevant project personnel and national authorities in different locations to carry out the following activities :
  • Provide support in the preparation of operational guidelines, tools, related documents and other products as requested taking into account the requirements of the ICAO-EC Project; Coordinate the implementation of results management, including supporting further refinement of appropriate monitoring and evaluation approaches, and otherwise providing support on the results management framework; Provide technical support in the analytical studies related to the various options available for implementation to meet the results based management framework of the ICAO- European Union (EU) project, i.e. the costs, economic, environmental and other benefits associated with the different implementation measures; Facilitate in the development of a monitoring and reporting system to harmonize and, where possible, standardize the indicators and processes in lines with those adopted by different States, with a variety of programmes and implementing entities; Track performance on a State-by-State basis - established output, outcome and quantitative impact indicators to measure achievement and track progress at different milestone stages and the overall programme strategic objectives, keeping in mind the different levels of national capacities; Provide feedback reports as directed by ATB/ENV Branch on the findings of the project performance reviews; Train, mentor and coach the staff of the selected States on monitoring and evaluation-related matters, including development of State action plans, identification of appropriate implementation measures as well as reaching out to the national focal points to help these States build national capacities and better support the ICAO-EU Programme objectives.
Educational background Advanced university degree (Master degree or equivalent) in finance, economics or statistics. A first level university degree in the above-mentioned disciplines in combination with additional years of experience may be accepted in lieu of the advanced university degree.
Professional experience and knowledge - Essential Experience:
  • A minimum of 7 years of experience in monitoring and evaluation of results for a diverse range of project activities, including climate change projects and programmes, with proficiency in statistical analysis; At least three of these years should be working on projects in developing States.
  • Proven experience in logical framework approach to monitoring including the appropriate use of quantitative, qualitative and participatory monitoring approaches;
  • Ability to draw on the information collected from diverse sources and deliver relevant knowledge sharing solutions appropriate for meeting the Project goals (for e.g. which mitigation actions are the most cost effective and provide the most positive impact on the ground?);
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Skills:
Ability to multi-task and meet strict deadlines; Ability to work creatively and independently both in the field and in the office; Knowledge of fiduciary standards; Interpersonal skills that create openness and trust among colleagues. Excellent coordination skills, with ability to work under pressure and handle multiple activities and projects concurrently; Ability to work independently and to participate effectively in a team based information sharing environment; Spoken and written communications that are compelling, convincing and reassuring, and can articulate complex technical ideas to non-technical stakeholders; Full computer literacy and working with office equipment.
Professional experience and knowledge - Desirable Experience:
  • Work experience in Africa would be an added asset. Skills:
Knowledge of ICAO and the UN system.
Language Skills Fluent reading, writing and speaking abilities in English and French. A working knowledge of an additional language of the Organization (Arabic, Chinese, Russian, or Spanish) is desirable.
