T HE O RGANIZATIONAL S ETTING The International Civil Aviation Organization (ICAO) is the United Nations (UN) designated entity for addressing environmental issues related to international aviation. Part of its mandate is to make available to developing States the requisite technical and financial assistance essential for the reduction of emissions from international aviation. ICAO and the European Commission (EC) have created a dedicated fund to assist States, especially in the Africa and Caribbean regions for capacity building in their programmes and implementation activities to reduce emissions from International Aviation. The focal points of the project in the Air Transport Bureau, Environment (ATB/ENV) Branch will be responsible for overseeing this activity and ensuring that the programme and implementation activities meet the various UN regulations, and also the fiduciary standards of the European Commission. ICAO is currently looking to recruit a Programme Coordinator who will work under the guidance provided by the ATB/ENV Branch. The Consultant will also report to the Monitoring and Evaluation Committee on the milestones as defined in the Project Plan.
M AJOR DUTIES AND R ESPONSIBILITIES The Programme Coordinator Consultant is expected to function in close coordination with the Technical Project Consultant, with relevant project personnel and national authorities, in different locations, to carry out the following activities:
- Assist in drawing up the detailed work plan and the resource elements essential to meet the deliverables and strategic outcomes as defined in the Project document; Work with the Officers from the ATB/ENV Branch to budget funding in the various projects in the different areas associated with the programme and in securing approval from ICAO and EC; Monitor progress and provide reports of the project status at different pre-defined milestones so that the project can be implemented within approved/modified timeframes; Provide liaison between ATB/ENV and the States' Focal Points (selected States or group of States); Consult and liaise with local partners and other key stakeholders in planning the fieldwork for the project; participate in the rollout activities and coordinate interim activities undertaken in parallel with the assessment process; Coordinate with Civil Aviation Authorities' (CAA's) and other relevant stakeholders to ensure that document flow relating to agreed accounting and other records from the project Stations are submitted to ICAO- Headquarters (HQ) without delays; Draft and keep updated a State programme document in collaboration with relevant stakeholders, to keep track of activities in the States and use the process to promote synergies, avoid duplication, and ensure a coordinated delivery of the Project in the line States; Produce monthly briefs and updates; providing inputs for preparation of the evaluation reports and other common analytical documents to meet the fiduciary standards of the European Commission.
Educational background Advanced university degree (Maters degree or equivalent) in business administration, law, finance or economics with knowledge of socio-economic aspects of sustainable development. A first level university degree in the above-mentioned disciplines in combination with additional years of experience may be accepted in lieu of the advanced university degree.
Professional experience and knowledge - Essential Experience:
- A minimum of 7 years of relevant and progressive experience in international sustainable development projects, with at least 3 years working with governments and/or developing State field environments.
- Skills:
Proven experience of coordinating in different phases of project management including development, planning, implementation, and evaluation of programme activities. Interpersonal skills that create openness and trust among colleagues.Excellent coordination skills, with ability to work under pressure and handle multiple activities and projects concurrently; Ability to work independently and to participate effectively in a team based information sharing environment; Spoken and written communications that are compelling, convincing and reassuring, and can articulate complex technical ideas to non-technical stakeholders.Full computer literacy and working with office equipment.
Professional experience and knowledge - Desirable Experience:
- Experience in the Aviation Industry would be an added asset.
- Work experience in Africa would be an added asset. Skills:
- Knowledge of ICAO and the UN system.
Language Skills Fluent reading, writing and speaking abilities in English and French. A working knowledge of an additional language of the Organization (Arabic, Chinese, Russian, or Spanish) is desirable.
