Job Summary

​The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50 million initiative of the Australian aid program that aims to reduce the incentives and opportunities for trafficking of persons in theAssociation of South East Asia Nations (ASEAN) region.

AAPTIP builds on Australia’s long-term support for programs to strengthen the criminal justice response to human trafficking in Asia. These programs include the Asia Regional Cooperation to Prevent People Trafficking (ARCPPT; 2003–2006), and the Asia Regional Trafficking in Persons (ARTIP; 2006–2013) project.

AAPTIP focuses on the prosecution pillar of anti-trafficking at the national and regional level. Support will be provided to the ASEAN Secretariat (ASEC), and partner countries Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam.

AAPTIP will strengthen the criminal justice response to trafficking by: enhancing regional and national investigative and judicial cooperation on trafficking cases; strengthening legislative frameworks; providing adequate support for victim-witnesses; and expanding the evidence base for policy development and decision-making.

The Regional Justice Processes Adviser will provide technical assistance, advice, training and mentoring to court administrators in the refinement of case management processes to enable the expeditious disposition of trafficking cases as a priority. The Regional Prosecutions Adviser will also support the refinement of court rules, procedures and practice handbooks to ensure appropriate authority and mechanisms for compliance with new processes. The Regional Justice Processes Adviser will be responsible for supporting the activities of multiple countries and will liaise closely with the Regional TIP Investigations and Regional Prosecutions Advisers to ensure a collaborative and cohesive approach to AAPTIP implementation. In particular, the Regional Justice Processes Adviser will work closely with the Regional Victim-Witness Support Adviser to ensure victim and gender responsive procedures are adopted and inculcated into the criminal justice system.
Duration: 2 year contract
Location: Based in Bangkok with regular travel around the region as required.
Reports to: Team Leader

Key Responsibilities

  • ​Provide technical advice to judges and court administrators in the strengthening of court rules and procedures to enable expeditious disposition of trafficking cases as a priority of the court;
  • Provide advice to personnel in the technical aspects of court administration, case listing and scheduling processes including development and delivery of awareness training for those responsible for these processes;
  • Liaise closely with the Regional TIP Investigations and Regional Prosecutions Advisers to ensure congruence and collaboration in the investigation, prosecution and adjudication of trafficking cases across the criminal justice system of each member state;
  • Liaise closely with the Regional Monitoring and Evaluation Adviser in supporting the development of regional and national annual work plans by SOMTC, HSU and TWG members;
  • Ensure compliance with AusAID core policies, including but not limited to Disability and Child Protection Policy;
  • In coordination with AusAID, liaise with whole-of-government partners including AGD, AFP and DFAT on issues relevant to criminal justice sector capacity building coordination and harmonisation, and other initiatives focussing on anti-human trafficking; and
  • Other duties as directed by the Team Leader.

Other Requirements

  • ​Extensive knowledge and experience of the structures and management systems of first instance criminal courts;
  • Demonstrated effective performance in the administration of criminal courts, including but not limited to practice and procedure relevant to case listing and disposition;
  • Demonstrated experience in the design, delivery and revision of competency-based training programs for court administrators;
  • Demonstrated capacity to interact with counterparts in a developing country context, in a culturally appropriate manner whilst providing capacity building and mentoring support;
  • Demonstrated capacity to understand, apply and provide advice to counterparts on the application of contemporary gender and human rights principles;
  • Highly developed interpersonal skills complemented by excellent written and verbal communication skills; and
  • Competent information technology skills.
Qualifications
  • Post-secondary or tertiary qualifications in public administration or a related discipline is highly desirable;
  • Experience working in a developing country context in an advisory capacity is highly desirable;
  • Experience working in both civil law and common law systems and an understanding of the investigative, prosecutorial and judicial implications of each is highly desirable; and
  • Post-graduate qualifications in criminal law or a closely related discipline is desirable.
