Role Purpose:
To lead strategic and long-range interventions on portfolio, policy and operational issues and to conceive, develop and promote innovations in Bank policy, operational procedures, project design and organization and management of operations in Water Resources Management in IDB Member Countries. To serve as an authority and consult to others and knows the Bank's stance on cutting-edge issues In Water Resources Management, and serve as a lead by representing the Bank at international fora.
KEY ACCOUNTABILITIES & ACTIVITIES:
- Participate in the development of work program, budget and business planning of the Department.
- Lead the development of plans, policies and guidelines for the optimal use of resources for the department.
- Assess the effectiveness of the plans and activities of the Division and make suggestions for better resource management.
- Serve as lead, advising management and staff on strategy and long-range interventions on portfolio, policy and operational issues impacting a significant country or group of countries.
- Influence the design and execution of major policy and/or research initiatives, and conceives, develops and promotes innovations in Bank policy, operational procedures, project design and organization and management of operations.
- Lead and/or participate in ground-breaking or precedent setting missions and plays key role in developing innovative practical approaches to difficult policy and operational issues at regional, country or sector levels.
- Develop innovative analyses across a range of complex and unusual scenarios and consult to clients and Bank staff around best practice in this area. Devises novel approaches to analyzing water sector economic impact.
- Review and advice on cost benefit and socioeconomic analysis for IDB projects in the agricultural sector, particularly as they relate to the developing countries.
- Serve as focal point or spokesperson on technical, policy and operational issues to clients and other external constituencies and expert groups.
- Assess the strengths and weaknesses of a client's regional water policy and gauge the impact on a project and society as a whole, integrating this knowledge into other areas of the Bank's strategy and portfolio.
- Lead country sector dialogues and introduce best practices in managing sector projects and programs.
- Monitor complex operational and portfolio management issues to ensure overall quality of full range of operational products.
- Develop and build client relations at senior levels and plays a promotional role in generating new business for the Bank Group.
- Play significant role on operational matters in guiding/mentoring and is key contributor in the design of professional and operational training and development activities
- Participate in developing the state of the art techniques in operational work/or in pioneering their application in operations.
- Lead high-level client discussions as well as deeper technical dialogue, is sought out to serve as an authority and / or to peer review the work of others.
- Provide advisory and technical services to peers and colleagues, divisions and departments in agriculture related issues.
- Work independently under general direction of the manager and guide and mentor junior staff. Recognize which projects will be difficult to sustain when laws and regulations are deficient or not enforced and explain to clients and other stakeholders the risks to the project and support client efforts to address such weaknesses.
- Facilitate and organize cross-cutting operational teams, international experts, etc. to debate and exchange ideas on key WEN issues and strategic priorities.
- Lead initiatives at the country and sector level to establish an operational framework and approach to knowledge dissemination and/or development of knowledge products.
- Keep current on the body of regional water policy and best practices around the world.
- Represents Bank's stance on cutting edge issues and has high level/in-depth client discussions in a technical area.Undertake benchmarking and harmonize activities with other MDBs on best practices for resources management.
- Produce and lead preparation of a range of key policy papers, regional studies, operational reports, etc. based on input from various departments at the OC level.
- Communicate with various stakeholders for resolution of issues and provide clarification on technical matters as needed.
- Technically lead IDB's strategic relations network with stakeholders and strategic partners, such as member country government institutions Multilateral, Regional, and Infrastructure (Enabling) Institutions, who can assist IDB in its efforts to undertake its mandate.
- Ensure effective coordination amongst key stakeholders including IDB departments, NGO's, organizations, societies in non-member countries and others for smooth administration of development programs.
- Communicate and defend orally and in writing difficult Issues and positions to senior Bank management, government officials, etc.
Academic and Relevant Experience Requirements:
- Master Degree in Agriculture / Water Management / Engineering / any relevant discipline with 12 years of relevant working experiance.
Job Specific Technical Skills and Necessary Knowledge:
- Professional certification in related field is preferred
- Significant knowledge of water resource management and expertise inthe sub domains; water sector institutions and economic concepts related to the sector; and, water sector policies, laws and regulations; water resources monitoring; and, application of this knowledge to policy-related decisions and advice, and seeing linkages across the Bank's strategy and program portfolio.
- Advanced technical qualifications in water sector and broad knowledge of all aspects of Agriculture and rural Development sectors or domains gained through advanced academic study and/or wide seasoning and special development
- Advanced technical qualifications Financial/economic or statistical modelling skills in Water Resources Management
- Has extensive experience with water resources management, as well as recognized expertise in at least one of the subtopics (rural water supply and sanitation, irrigation and drainage, water infrastructure, regional water policy and strategy, water sector economy, water sector institution and regulation); application of this knowledge to policy-related decisions and advice, and seeing linkages across the Bank's program portfolio; and, field experience in conceptualizing and managing sector projects/ programs across 4-5 IDB's MCs
- Demonstrated intellectual leadership and ability to integrate sector specific knowledge with broader operational strategies and policies and research objectives; recognition as an expert in the field as evidenced either through a proven track record of managing and delivering highly complex lending operations or equivalent assignments (e.g. leading complex policy dialogue, delivering other lending or non-lending, including advisory services).
- Understands and successfully applies the concepts and tools required for economic appraisal of projects, including: Estimating demand; Tariff structures (design, pricing); Calculating economic rates of return; Financial analysis; Cost recovery; Assorted market and non-market valuation and modeling techniques; Net present value and discounting; Sensitivity analysis; Impact evaluation; The role of uncertainty on expected benefits and costs.
- Is experienced with economic and engineering feasibility and design studies. Is familiar with the design, construction, operation, and maintenance of infrastructure such as: Wastewater treatment plants; Hazardous or Solid waste facilities; Air pollution control systems (indoor and outdoor); potable water treatment plants; Sanitation schemes; Water supply facilities, industrial and agricultural facilities; Monitoring systems.
