Job Summary

The Papua New Guinea Australia Law and Justice Partnership, administered by Cardno, is an Australian aid project, funded by the Australian Government. The Government of Australia (GoA) is providing support to the Papua New Guinea Law and Justice sector through a cohesive whole-of-Government approach, including the PNG-Australia Law and Justice Partnership (PALJP), the Strongim Gavman Program (SGP) and the PNG-Australia Policing Partnership (PAPP).  That assistance is an important element in the shared goals of the GoA and the Government of Papua New Guinea (GoPNG).

Key Responsibilities

This is an exciting opportunity for a qualified and motivated Lead Organisational Systems Adviser. The objectives of this position are to support:
i) the Department of Justice and Attorney General to fully implement GoPNG’s decision to centralise Village Court allowance management by providing project management services and assistance to Village Courts & Land Mediation Secretariat (VC&LMS);
ii) VC&LMS’ work with national agency partners on implementation ; and
iii) repositioning the organisation to manage the full implementation of the project in 2015 while sustainably improving its overall efficiency and effectiveness.

Other Requirements

​This is a long-term role in a challenging location where the successful candidate must be able to build and nurture relationships with the client, the GoPNG law and justice agencies and other key stakeholders to ensure the timely completion of the assignment deliverables and the overall success of the project. Suitable applicants will have/be:
 
Essential
1. Project management
Demonstrated experience in managing and/or coordinating ICT and change management projects in a development context, including budgeting, and working collaboratively with senior officers in national agencies.
 
 
2. Technical skills
Demonstrated and high level experience in the design and use of Information Management Systems in a challenging environment, system inter-operability and complementary organisation design.
 
 
3. Capacity development 
Demonstrated experience in capacity development approaches and the ability to utilise a range of techniques to increase the confidence, skills and expertise of counterparts in the use of information communications technology and project management.
 
 
4. Communication
High-level interpersonal skills including verbal and written communication skills and an exceptional ability to develop and maintain results-focused stakeholder relationships in a range of environments.
 
 
5. Team work
Demonstrated ability to work effectively with others to build strong team approaches and contribute to sustainable outcomes, including the capacity to negotiate effective solutions.
 
 
6. Cultural sensitivity
Demonstrated ability to work sensitively in a complex cross-cultural operating environment.
 
 
7. Change Management 
Demonstrated experience in collaborative change management and in mentoring counterparts and senior managers implementing major change strategies
 
Desirable
Tertiary qualifications relevant to the technical content of this position are an advantage.
An understanding of the Village Courts system and the role of Provincial Governments in PNG are an advantage.
