Organizational Background
Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently it has programmes in the area of emergency response, DRR, health, food security, extractives, security & justice, women leadership and investments. Cordaid is active in seven States in South Sudan, but with a strong focus on Upper Nile, Western Bahr-el Ghazal and Eastern Equatoria, referred to as Business Units (BUs).
Food Security programme 'From conflict towards markets'
The objective of Cordaid's Food Security programme is an improvement of the food security of the communities in fragile areas by supporting small scale farmers to enhance their capacity to raise production, limit post-harvest losses and access markets. The programme centers around four main product areas: farmer organizations, storage systems, market information systems and market linkages. New economic opportunities and by enhanced capacity of the communities to find joint solutions to the problems of the farmers may lead to less tensions in and between communities and may prevent conflicts to relapse.
We provide grant management, project management, training and education, as well as technical advice and consultancy. Our programme in south Sudan recently started in three States (Eastern Equatoria, Western Bar-El-Ghazal and Upper Nile). Two Project Managers support the implementation of these projects at the locations.
The Food Security Programme Advisor will coordinate implementation, ensure the coherence between the different projects and will come up with proposals to improve the effectiveness and efficiency of the food security program in Southern Sudan. This will include seeking linkages with other activities of Cordaid in South Sudan.
Responsibilities and tasks
Project Design, Management and Support
  • Backstopping of project implementation by the project managers according to agreed deadlines and budget;
  • Track and report project activities/results, and provide quarterly updates to Country Director, and Programme Manager (based at HQ in the Hague);
  • Carry out other project-related tasks as required and assigned.
Networking, Representation and Business Development
  • Provide thought leadership and represent Cordaid in meetings as a spokesperson for Cordaid Food Security;
  • Build and maintain strategic alliances with South Sudan based, regional and international NGO coalitions;
  • Explore potential areas for collaboration and mobilize opportunities and resources to co-create new programs with innovative solutions;
  • Translate ideas for advice and collaborative programmes in attractive technical and financial proposals and expressions of interest for bilateral, multilateral organizations and private foundations.

Qualifications
  • Academic degree or equivalent in development, agriculture, socio-economic studies, or related fields;
  • At least 7 years' relevant work experience, including 3+ years' experience working in management;
  • Experience in working with international NGOs, local civil society organizations, government and private sector in South Sudan;
  • Practical experience with providing strategic and technical advice on community development issues and with facilitation of multi-stakeholder processes;
  • Strong reporting, analytical and problem-solving skills;
  • Willingness to travel up to 50% of the time;
  • Be diplomatic, culturally sensitive, result-oriented, innovative and a strong team player;
  • Excellent English writing and communication skills.
Specifics of duty station
The Project Manager will be based in Juba. He/she will report to the Cordaid Country Director in Juba, and work closely with other Food Security colleagues based in The Netherlands.
Contract information
Initial contract for 12 months, renewable, with a one-month probation period. Starting date as soon as possible but latest July 2014. We offer a Cordaid contract with a competitive salary and a benefit package which includes comprehensive insurance cover, social security, pension contribution and a travel allowance.
