Targeting & Vulnerability Analysis Expert
The UNHCR Office of the Director for the Middle East and North Africa (MENA) Bureau in Amman, Jordan, invites qualified candidates to apply for the following vacancy:
Title: Targeting & Vulnerability Analysis ExpertDuty Station: Amman, Jordan (with frequent missions to the Syria emergency countries)
Type of contract: Consultancy Contract
Duration: Four Months with a possibility of Extension
Major Duties and Responsibilities:
Under the direct supervision of the Senior Operations Manager, the incumbent will undertake the following responsibilities:
1- Understanding vulnerabilities:
* Advise on approach, areas of inquiry, assessment, monitoring and analysis of refugee vulnerabilities in the Syria Crisis
* Contribute to research and analysis on refugee vulnerabilities including profiling poverty among refugee populations, not least in comparison to the host population
* Advise on the appropriate response to address different vulnerabilities, with an emphasis on where a cash safety net is or is not appropriate to meet address these vulnerabilities
* Contribute to vulnerability and poverty analysis of refugees in relation to host-country poor, to understand the difference or similarity in depth and breadth of poverty
2- Targeting methodologies:
* Review existing methods, analyse their appropriateness and effectiveness in meeting targeting objectives.
* Advise senior management on the appropriateness of different methods, including welfare modeling vs other techniques
* Tailor methods to contextual situation and operational constrains considering availability of data etc.
* Take an inventory of and assess the adequacy (quality, completeness, relevance) of existing data, data collection methods, data management and analysis.
* Advise on how to improve the above including profiling.
* Manage data collection, analysis, and modeling.
* Develop approaches, including econometric models, test their validity and report back on results
* Support country operations to apply results of welfare/economic vulnerability modeling on caseload population and how to maintain the system and update the analysis on a regular basis
* Identifying necessary human resources and transfer skills to develop capacity in analysis and information management systems in country office staff and local partners
* Develop work plans for rollout of methodologies.
* Explore links with development partners, including the World Bank and UNDP, and government cash programming with an aim to finding complementarity and eventually and exit strategy
3- Partnership with the broader humanitarian community:
* Collaborate with operational partners, some who have technical skills, to ensure greater participation, higher quality products and buy-in for results
* Contribute to inter-agency targeting methodologies for complementary programming, including joint programming of cash transfers (with multiple donor sources and implementing partners)
* Liaise with development and governmental partners with the intention of exploring the links between emergency cash transfers and cash-based safety nets
* Communicate and advise using easy to understand language, recognising that stakeholders may not be familiar with econometric modelling or statistics.
