WASH Specialist, P-3, New York, USA

Purpose of the Position:
To Support WASH Emergency unit, to scale up UNICEF's WASH preparedness and response in emergencies in order to fulfill the UNICEF Core Commitment for Children in Humanitarian Action (CCCs). The post will also contribute toward the UNICEF interdivisional coherence in humanitarian action.
Key Expected Results:
Increase staff capacity for humanitarian action:
a. Contribute toward increased staff capacity for humanitarian action through support to:
  • Technical WASH in Emergency face to face and internet based learning events.
  • DHR colleagues to ensure the global roster is populated, updated and maintained, and that suitable candidates (internal and external) are identified in a timely manner for humanitarian deployment / engagement.
b. Support the review of all humanitarian documentation generated by colleagues at country level and HQ to ensure holistic planning and action in accordance with the UNICEF CCCs and provide timely feedback.
c. Coordinate the maintenance of the emergency WASH technical guidance and intranet resources.
d. Support the identification of suitable research opportunities in order to improve knowledge, guidance and response to WASH priorities in emergencies.
End Result(s):
  1. Improved and increased capacity of WASH staff for humanitarian action.
  2. Increased access to guidance, reference materials and information for WASH staff engaged in humanitarian action.
Improving Quality and Consistency in UNICEF humanitarian WASH activities:
a. Contribute to evaluation design at HQ/RO/CO levels and support field level data collection, prepare reports for management and donors, review budgets and flag discrepancies or short falls, undertake programme analysis, prepare annual reports and funding proposals.
End Results:
  1. Enhanced documentation of results and evidence resulting in improved design and delivery of WASH programming in emergencies.
Scaling up UNICEF WASH in humanitarian action:
a. Support coordination of the UNICEF WASH emergency preparedness and response programming liaising closely with Regional and Country Office WASH colleagues, WASH partners and internally between divisions at Headquarters (HQ). Liaising closely with EMOPS, provide guidance on programme approaches and coordination (intersectoral / inter-agency and between humanitarian and development WASH interests).
b. Participate in inter-divisional humanitarian related initiatives on behalf of WASH, ensuring clear messaging between PD-WASH and WASH Cluster Advocacy and Support Team (CAST).
End Result(s):
  1. Appropriate engagement by WASH in all UNICEF humanitarian initiatives at HQ level and improved engagement with and support to RO and CO.
  2. Appropriate WASH contribution to and engagement in UNICEF's humanitarian initiatives.
Improve and Support Monitoring and Reporting:
a. Monitor WASH humanitarian funding, in close liaison with partners, consultants, contractors and or UNICEF COs and ROs to whom PD-WASH funds are allocated.
b. Track commitments / targets and document consolidated monthly humanitarian results for WASH.
End Result:
  1. Factual, representative and timely monitoring and documentation of funding utilisation and associated results.
  2. Accurate and timely WASH results available for advocacy and reporting.
Other responsibilities:
a. In the case of major and/or multiple emergency events deploy on mission to provide in-country technical support for UNICEF's CCC based humanitarian response in coordination with HATIS / DHR and EMOPS.
End Result(s):
  1. Timely and effective delivery of assistance in accordance with the UNICEF CCCs.
Qualifications of Successful Candidate:
  • Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH humanitarian assistance.*
  • Additional Training in Health Education or Communication for Development (programme communication), an asset.
  • Five years of relevant work experience, including significant field experience, in the UN or other international or national humanitarian organisation, national government or the private sector.
  • Background / familiarity with the Inter-Agency Standing Committee (IASC) Cluster Approach essential.
  • Proven experience in supporting hygiene and sanitation components of WASH humanitarian response.
  • Fluency in English and French.
  • Female candidates are encouraged.
  • Experience and / or familiarity with UNICEF programming and systems at a country level preferred.
  • Willingness and ability to deploy on short notice in support of emergency response for up to a month at a time.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
