****BACKGROUND****
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Consultant – Midwifery Strategic Planning**** in South Sudan.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
Currently, International Medical Corps, in collaboration with the Ministry of Health (MOH), and with support from UNFPA and the Canadian International Development Agency (CIDA), is implementing an enrolled midwifery-training program at the National Health Training Institute in Kajo Keji, and the National School of Midwifery in Wau, and Diploma in Nursing and Diploma in Midwifery Program at Juba College of Nursing and Midwifery in South Sudan. The program seeks to reduce maternal, neonatal and child mortality and morbidity rates in South Sudan through midwifery and nursing training targeting to improve percentage of skilled birth attendant in the country. Through the funding of UNFPA International Medical Corps will be able to train 150 enrolled midwifery students and 80 bridge-year midwifery students at the National Health Training Institute in Kajo Keji and the National Midwifery School in Wau and 175 graduates at Juba over a period of five years (2012-16).
In 2013, UNFPA requested International Medical Corps to develop Strategic Plans for the three Institutes currently being managed by International Medical Corps. The strategic plan was to determine where an organization is going over the next few years, how it's going to get there and how it'll know if it got there or not. This strategic planning process for national health training institutes was started but was cut short due to the conflict in December 2013. Consultation workshop were held with the schools, key UNFPA and Ministry of Health Staff and a strategic planning tool was developed with their participation. A draft strategy was developed for the JCONAM school. International Medical Corps would like to continue this process and complete the plans for the three schools. A consultant will be recruited to provide a two year plan. It is envisaged that the two year plan will act as an operational plan within the larger strategic direction of the schools. The consultant is required to provide a plan for each of the schools in line with the Ministry of Health strategies and priorities. The plan will give guidance for the overall immediate future direction of these institutes. It is expected that these plans and the planning process will also be used and replicated by Ministry of Health for other health training institutions in South Sudan.
****JOB SUMMARY****
Consultant will serve as the advisor and main author of the three strategic plans for the three colleges in South Sudan.
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
It is expected that the consultant will review previous strategic planning tools and JCONAM draft strategy. The consultant will conduct strategic planning sessions with key stakeholders supporting and working with each institution. These include Government sector representatives, UNFPA staff, community and state officials, educators, service providers, tutors, students, developmental partners and others to reach consensus on strategic organizational and operational principles that will serve as the foundation for improving the overall success and efficiency of the institutions.
Deliverables of the strategic planning process are:
  • Developed vision, goals, objectives and priorities for growth and development of each national health training institute based on previous consultations and the means to achieve it.
  • Recommended strategy to sustaining the health training institutes, including management/governance structure, transitioning plans and multi-year funding strategy
  • Recommended steps that facilitate an accreditation process for the midwifery schools
  • Proposed institutional linkages, partnerships and alliances;
  • Defined number of Nurses and Midwives to be graduated by each school over next two years;
  • Defined financial resources required to train the planned number of graduates;
  • Plans for ensuring continuous education for midwifery educators
  • Plans for ensuring competency of midwives through in-service training, periodic
Expected Overall Outcome:
Three strategic plans; one for each school, with clearly defined vision for the schools’ development over next two years, defining management / governance structure, projected number of students to be graduated, types of courses to be offered, and projections of funding requirements for the next two years (2016-2018).

****QUALIFICATIONS****
“To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.”
  • A Nurse/ Midwife with Doctorate or Master’s Degree;
  • At least 10 years of experience in health service delivery, teaching and program management;
  • Updated knowledge on current education practices for Nursing and Midwifery
  • Prior experience of working in Africa;
  • Competency in written and spoken English;
  • Excellent facilitation skills
  • Experience in strategic planning
  • Proven track record of writing proposals and plans.
