****BACKGROUND****
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Program Manager**** in South Sudan.
International Medical Corps is currently implementing approximately 20 programs across eleven sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.
In addition to the above, International Medical Corps is also providing emergency medical services out of four sites to tens of thousands of people who were displaced by the crisis started from 15th December 2013. Simultaneously, the organization is acquiring surge capacity to further expand its program in case such a need arises.
****JOB SUMMARY****
The Emergency Program Manager is responsible for technical and financial monitoring, and successful implementation of his/her project. S/he will work closely with respective staff within International Medical Corps Operations Departments, to ensure the identification of cost- effective and timely support to the project is provided on a regular basis. Considering this is an emergency project and will be implemented in rapid pace within unstable environment, the Program Manager will be expected to take on other tasks outside her/his normal area of responsibility as assigned by line management, which includes managing health systems projects in unstable locations.
The Program Manager reports to the Program Director concerning all responsibilities as specified below.
Essential Duties & Responsibilities:
· Initiate and continue primary, secondary and reproductive health, and nutrition program activities in specified regions of South Sudan.
· Provide technical leadership and training, as needed, to IMC field staff.
· Provide day-to-day monitoring and supervision to the specified multi-sector projects.
· Produce monthly and quarterly activity reports for IMC, authorities, and donors; maintain all data, indicators, statistics and health information of IMC programs in specified region of South Sudan.
· Maintain an ongoing dialogue with local counterparts and authorities.
· Design and manage logistical support for all program activities.
· Conduct baseline and follow up surveys of the area of implementation, as necessary
· Conduct baseline surveys for possible areas of expansion.
· Plan and execute emergency preparedness and emergency response activities. .Evaluate project performance and audit activities in accordance with donor guidelines and requirements · Develop concept papers and proposals for new program initiatives and/or project expansion in the region. · Serve as a field-based liaison with local authorities and counterparts, UN and NGO agencies. .Attend bi-lateral and multi-lateral meetings to enhance coordination at each site and at Juba level.Backstop Site Managers at field level when need arises.Backstop other Program Managers- keep up-to-date on other projects and programs in the South Sudan country portfolio
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
• University degree preferably in public health, humanitarian affairs or other relevant studies • Over three years of professional experience in Disaster Relief • Good understanding and hands on experience in project cycle management • Previous experience managing a US Government grant
• Knowledge of relevant stakeholders (UN, ECHO, DFID,etc)
• Experience working with or with-in the UN cluster system • Good understanding of financial management and strategic planning • Understanding and ability to work in unstable and multi-cultural environment (cultural sensitivity) • Full computer literacy and adequate administrative skills
•Highly flexible and ability to multi-task
• Experience in one or more of the following technical areas: nutrition, health care management, HIV/AIDS, reproductive health or food security a plus • Fluency in written and spoken English
  • Experience in the region (preferably in South Sudan)

OTHER COMMENTS: working environment in South Sudan had always been precarious. Situation has further aggravated by the mid-December 2013 conflict. IMC being a first-responder of emergency and committed to work in remote locations, incumbents are expected to be able to cope with stressful situations, sudden developments and above all capable of exuding confidence as well as positive spirit
