****BACKGROUND****
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Principal Investigator (Project Director)****in multiple countries (TBD) in Africa.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
Position Summary & Responsibilities:The successful candidate will be the Principal Investigator for an anticipated Global Health Security project, overseeing project activities and coordination across multiple countries (TBD) within Africa. The purpose of this project is to improve health globally, through building the capacity of governments to prevent, detect, respond, and control infectious disease outbreaks and public health emergencies of international concern
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
Management and Administration:
  • Provide technical, operational, and management leadership to all program activities
  • Develop and update the project strategic plan, ensuring that the programmatic directions are technically sound, evidence-based and consistent with CDC and relevant stakeholders’ priorities.
  • Responsible for the oversight of program implementation including the timely deployment of program resources to ensure program success and attainment of desired results/indicators.
  • Lead in the selection and training of qualified program staff and staff supervision to ensure effective operations. In collaboration with human resources, select, hire, and supervise staff, assigning roles and responsibilities and managing performance.
  • Ensure the program produces the specified results in the annual work plan(s) to the required standard of quality and within the time and cost restraints.
  • Ensure resources are in place, adhered to, and in compliance with donor rules and regulations.
  • Oversee budget pipeline development and monitoring and conduct monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of financial deliverables.
  • Ensure that the project progresses according to contract and fulfills all contractual obligations.
Technical Leadership:
  • Establish and manage a team with all the relevant disciplines and operational staff, lead the inception phase including team building and counterpart identification within Ministries and partners;
  • Develop a detailed implementation plan in line with the agreed scope of the contract and allocated resources;
  • Develop a monitoring and evaluation plan for the successive phases of the program to capture project performance and results;
  • Oversee the coordination with the Ministries of Health, other government agencies, CDC, WHO and sub-awardee agency for development of materials, manuals, curriculums in line with CDC and FETP training manuals and other related materials.
  • Lead a periodic implementation review process to monitor progress and to identify specific action that may be needed to achieve expected results.
  • Oversee the production, review, analysis, and evaluation of reports including the preparation of technical and programmatic reports to donors, implementation plans, abstracts and manuscripts, etc. and other relevant materials
  • Facilitate the establishment of case-based monitoring and reporting systems
Representation:
  • Act as the primary International Medical Corps program contact person and liaison, ensuring the program is represented in national technical, policy, and planning forums with the CDC, Governments, and other key stakeholders.
  • Coordinate International Medical Corps’ relationship with partners and donors related to monitoring and evaluation, providing support in facilitating technical collaboration and coordination activities with Governments, CDC and other NGO partners.
  • Work closely with the donors to ensure compliance with programmatic targets and deliverables.
  • Promote the project through advocacy, presentations, and participation in country, regional, and international technical forums.

Skills & Requirements:REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE
  • An advanced degree (minimum a Master’s degree) in a relevant field from a recognized college or university, with a focus on epidemiology or a related discipline;
  • Proficiency in French, fluency in written and spoken English
  • At least 7 years of experience in managing and implementing complex health service programs in developing countries, and specifically in a senior manager position (Principal Investigator or Chief of Party). At least three years of experience within a conflict or post-conflict country.
  • Proven experience working with and building the capacity of Ministries of Health (MoH) and understanding of MoH systems at national and sub-national levels
  • Proven strong leadership skills and experience in leading and/or facilitating a multidisciplinary team.
  • At least 5 years of experience in the monitoring and evaluation of development projects, including indicator development, data collection and analysis, data quality assessments, and performance monitoring and reporting.
  • At least 2 years of demonstrated M&E experience on CDC-funded projects. Strong working knowledge of CDC donor regulations and requirements.
  • Extensive experience establishing, monitoring, and training on national and sub-national disease surveillance systems
  • Familiarity with database design and other tools for information management;
  • Demonstrated diplomatic, management and interpersonal communication skills to liaise, negotiate and advocate with Governments, donors, and key stakeholders including other implementing agencies.
  • Strong leadership skills.
  • Proven ability to write technical reports, reviews, program/project documents and conduct presentations.
