The European Parliamentary Forum on Population and Development (EPF) is a Brussels-based Parliamentary network that serves as a platform for cooperation and coordination for the 30 all-party groups in Parliaments throughout Europe that focus on improving sexual and reproductive health and rights at home and abroad through national and regional health and foreign aid budgets. EPF’s Secretariat, which is located in Brussels, now has an opening for a Programme Officer.

Key Elements of the post:

  • Proven background in advocacy project coordination and management, particularly financial;
  • Strong numerical and financial skills and familiarity with associated software;
  • Brussels-based position, regular travel around Europe and internationally;
  • Fluent English or French, Dutch and other languages is an asset;
  • Supportive of sexual and reproductive health and rights;
  • Start date: September 2015.

About the Position:

The Programme Officer will be responsible for overseeing the technical management of a range of political advocacy projects in the field of global health and reproductive health within the European Parliamentary Forum on Population and Development. Primary tasks include:
  • coordinating input from financial and accounting system to comply with financial reporting templates of donors;
  • ensuring compliance with donor financial and technical obligations;
  • cash-flow management for projects and the organisation as a whole.
Ensuring compliance with financial and reporting obligations of each project will be a prominent feature of this position. Expertise with Excel is therefore required. The Programme Officer will work in close collaboration with the Administrative and Accounting Assistant to extract key data from the organisations accounting system to produce accurate financial reports for internal and external use.
The successful candidate will be organised and methodical in respect to their approach to project co-ordination and be able to adapt to the various tasks required of the organisation. As a small organisation of 7 staff, each employee will be expected to contribute to the success of all the organisation’s activities which incudes contributing on an on-going basis to research, analysis, organising political events and travel. The successful candidate will also be proactive in his/her approach to meeting deadlines and anticipating financial obligations.

Requirements of the position:

  • Educated to Master’s Degree level;
  • three to five years relevant experience with a strong emphasis on financial project management;
  • Must be able to legally work in Belgium;
  • Full time, permanent contract under Belgian law with attractive employee benefits package.
