Position Summary:
SNV USA is currently seeking an experienced, full-time Senior Project Manager. This position will be based in SNV USA’s Bethesda, MD, office. The Project Manager will work in close cooperation with home office and SNV country teams to support a portfolio of projects in East Africa and Asia to ensure high quality project management. Candidates will have established experience working donor funded projects, preferably on US Government (USAID, DOS, MCA) and/or US-based Foundation (Bill and Melinda Gates Foundation; Ford Foundation, etc.) projects.

Roles and Responsibilities:
Project Management and Quality Assurance and Compliance: Work closely with SNV field-based project team leaders and managers to ensure effective and efficient delivery of projects to client and contract/cooperative agreement requirements and in conformity with industry best practices. Tasks include but are not limited to:
  • Provide vision and guidance to field-based project teams;
  • Supervise and mentor junior project staff;
  • Ensure compliance with all agreement/contract requirements;
  • Manage recruitment, selection, and monitoring of international consultants and STTA assignments (select countries);
  • Liaise with DC-based partners and funders as needed;
  • Manage effective monitoring, evaluation, and reporting of project activities;
  • Review / provide feedback and edit project reports, consultant scopes of work, annual reports, project manuals and all other official project documentation; and
  • Other duties as assigned.
Financial Oversight: Work with field based project teams to manage project budgets effectively; monitor spending/burn rate; troubleshoot budgetary issues with field project staff and finance teams.
Capacity Building: Support field-based project staff in acquiring knowledge of specific clients and related regulations, tools, and application of best practices in project management.  
Basic Qualifications:
  • Highly motivated project manager with proven project managerial skills to assure the delivery of development projects across a range of sectors.
  • Experience managing terms of client contracts/cooperative agreements, and in monitoring and ensuring quality of deliverables.
  • Proven project management and oversight experience of international and national staff, and STTA consultants.
  • Knowledge of financial management processes and profit and loss implications, all contract types, and FAR and Agency supplements strongly preferred.
  • Experience in Agriculture, WASH and/or Renewable Energy a plus.
  • Demonstrated problem solving ability and track record for achieving results.
  • Ability to handle multiple tasks in a fast-paced, deadline-oriented environment.
  • Proven excellent customer service skills and building of rapport with clients.
  • Excellent communication (oral and written), negotiation, and analytical skills.
  • Proficiency with MS Word and Excel.
  • Experienced in project start up and/or close down preferred, and building capacity of field teams on USAID-related regulations and best practices in project management.
Minimum Qualifications:
  • Relevant Bachelor’s degree, Master’s degree (preferred).
  • Five (5) – eight (8) years of relevant home office and/or field experience on donor funded projects.
  • Experience with USAID-funded programming is essential.
  • Experience in East Africa and/or Asia is preferred.
  • Willingness to travel up to 30% of the year.
