AIDS HEALTHCARE FOUNDATION (AHF) HIV Testing Coordinator


LOCATION: AIDS Healthcare Foundation, AHF Checkpoint, Amsterdam, The Netherlands
Los Angeles-based AIDS Healthcare Foundation (AHF) is a global nonprofit organization providing cutting-edge medicine and advocacy to more than 606413 people in 36 countries. AHF Europe serves over 50000 clients with access to HIV testing, condoms, medical care and treatment. AHF Europe has HIV intervention programs operating in Russia, Lithuania, Ukraine, Estonia, Greece, Portugal, and the Netherlands.
The HIV testing program in The Netherlands operated by AHF Europe is currently looking for a community-minded Testing and Linkage Coordinator for their Amsterdam Checkpoint. The Testing and Linkage Coordinator is responsible for the coordination and delivery of the HIV rapid testing program (RTP) that provides free, anonymous and confidential HIV counseling, testing and linkage to care in a community-based setting. Our ideal candidate is well versed in all matters related to HIV, knows the community we aim to serve and has a wide network to ensure best reach of the RTP. Ideally, they are also able to handle large data sets and aggregate this information for trends so that we can develop the best services for the community.

Essential Duties & Responsibilities
Coordinator: 30%
  • Coordinates operations of the testing program, based on the testing protocol and quality guidelines of the program
  • Supports planning, monitoring and evaluating the testing and linkage activities within the scope of the AHFCheckpoint.nl program
  • Gives proposals for improvement of the organization of and processes within the AHFCheckpoint.nl program
  • Coordinates the onsite and offsite rapid testing activities in accordance with the approved work plan and budget for the respective periods
  • Gives proposals for improvements in the approved or new work plan and budget for the respective periods
  • Coordinates outreach and testing volunteers' work and ensures effective performance, including volunteer trainings and presence
  • Acts as supervisor of testing staff and volunteers within the scope of activities of the AHFCheckpoint.nl program
  • Ensures timely submission of staff's timesheets and expense reports in accordance with the internal procedures
  • Supports the connection with and consults regularly with relevant local authorities, community leaders, civil society organizations and community based organizations and other partners to broaden the AHFCheckpoint.nl program's scope of work
  • Writes and submits Monthly Activity Report, Monthly Inventory Report and Monthly Rapid Testing Report and submits to Administrative Coordinator
  • Upon the request of the EU program manager, submits other AHFCheckpoint.nl program reports
  • Submits proposals for inventory and asset purchase
  • Submits monthly budget requests in accordance with the internal procedures
  • Drafts quarterly data reports and submits to EU Program Manager
  • Supports on-going advocacy and marketing related activities and the preparation of bi-annual marketing and advocacy plans
  • Performs other duties as requested

Tester/counselor and linkage: 70%
  • Conducts rapid HIV testing
  • Conducts HIV pre and post-test counseling in accordance with AHF quality guidelines, both onsite and offsite
  • Enters data that were collected during the pre- and post-test counseling and testing activities into the database.
  • Links clients to care in accordance with the AHF linkage model and Dutch legislation/guidelines
  • Acts as active case manager during linkage process
  • Actively follows opportunities to increase the reach of AHFCheckpoint.nl, both onsite and offsite
  • Ensures that Checkpoint data collection is done according AHF standards
  • Trains testers and outreach workers how to collect the data in the RTP
  • Together with EU testing manager ensures that lifelong learning and refreshment of knowledge and skills for the Checkpoint testers is done on regular basis

EDUCATION AND/OR EXPERIENCE:
3-5 years of practical experience in Health sector or certificates in Public Health/Health policy - Epidemiology/ Coordination of Healthcare Services/ Program development.

OTHER SKILLS & ABILITIES/QUALIFICATIONS:
  • Knowledge of HIV and HIV prevention
  • Rapid testing skills (preferable)
  • Experience in counseling
  • Experience in developing programs
  • Experience in working if different communities, from key affected populations (MSM, transgender, migrants, sex workers.
  • Strong written and verbal communication skills;
  • Ability to work under pressure; Experience in coordinating team of staff and volunteers
  • Must be culturally sensitive and able to work in variety of settings
  • Flexibility and creativity to come up with strategies on how to improve patients' lives.
  • Ability to multi-task and prioritize in pursuit of deadlines;
  • Availability outside of regular office hours for activities and meetings, when needed;
  • Ability to practice discretion with confidential matters;
  • Willing to work in a multi-cultural, international environment;
  • Understanding of basic financial principles;
  • Ability to work independently and to deliver results with minimal supervision
  • Ability to communicate in English and preferably also Dutch.

COMPUTER/SOFTWARE SKILLS & ABILITIES:
  • Use of MS Office (Word, Excel, PowerPoint); MS Outlook
  • Working knowledge in MS Project preferred

A valid residency and work permit for the Netherlands is required
