Position: Consortium Project Accountant - Social Accountability for Public Resources Management in Health and Agriculture in Southern Africa
Location: Johannesburg Only
Duration: Fixed Term 3 years contract
AAI Grade: C
Salary: R418 087 TEC per annum

Purpose of the Role:
The Project Accountant’s role is to ensure the financial integrity of the project, overseeing a budget of around £3.5 million. S/he will have responsibility for processing invoices, budgeting, forecasting, sub-grants, expenditure tracking, ensuring internal control are in place, preparing and submitting financial reports and preparing and conducting audits.
Key responsibilities include but not limited to:
- Prepare timely and accurate financial reports as required by the Project Manager and/or Project Management Unit (PMU).
- Submit reports to the Project Manager responsible for oversight to ensure adherence to international finance and donor requirements
- Develop financial performance measures in liaison with Project Manager.
- Manage the day to day finances, including processing invoices and following up on recharges and payments in collaboration with Project M&E Officer
- Work with the Project Manager and PMU to ensure that audit recommendations are fulfilled.
- Coordinate the initial implementation of the project budget by National Project Managers and national project management units.
- Develop reporting templates and other tools and run financial aspects of inception workshop in co-ordination with Project Manager and officer.
- To provide information and on-going training to project staff to ensure the financial success of the project.
- To inform the Project Manager of material issues and variances and propose and monitor actions.
- Ensure transaction listings for multi country projects are maintained as supporting documentation for donor reporting.
- Respond to donor financial queries and recommend actions to the Project Manager as required
- To advise participating countries and their partners of donor specific financial rules and regulations and support staff to meet these.
- To support international offices and country programmes to fulfil the requirements for internal and external audit.
Desired Skills & Experience:
The successful candidate will have:
- Professional Accounting or Financial Management Qualification.
- Excellent English proficiency and desired Portuguese knowledge
- Minimum of five years experience with an NGO in project finance management positions with a multi-million dollar scope.
- In-depth understanding and experience of working with donor funded contracts such as EU, ECHO, DFID, USAID and UN.
- Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures.
- Comprehensive understanding of financial reporting, review and analysis.
