Call for Applications to Review the Chinese Aviation Fund

The Pacific Islands Forum Secretariat is seeking to hire a suitably qualified and experienced consultant to conduct a review on the Chinese Aviation Fund (the Fund). The fund has supported Regional Aviation Initiatives (including the Pacific Aviation Safety Office & Pacific Islands Air Services Agreement) and the Implementation of the Principles on Regional Transport Services in the Transport Sector.

The Consultant will be accountable to the Secretary General of the Pacific Islands Forum Secretariat and will work under the guidance of the Economic Infrastructure Adviser.

The consultant is expected to:
• Improve PIFS understanding of developments in regional transport policy in the last 3 years.
• Conduct an analysis on how the Funds were expended, identify all the activities listed in the project document for funding, indicate to what extent the activities were accomplished and whether these contributed to achieving the project outcomes and objectives as indicated in the project document.
• Identify areas that would require further funding since there are ongoing activities requiring the support of relevant staff of the Economic Governance programme.
Applicants should have:
• a) A bachelor’s degree, post graduate qualification or equivalent in Finance, Business Administration, Commerce or Economics;
• b) A minimum of 5 years work experience including experience working in the transport (preferably airline) industry, development partners, regional or international organizations;
• c) Experience in finance and/or project management;
• d) Inter-personal and inter-cultural skills with an ability to build linkages with regional players effectively; and
• e) Excellent command of English, including written and oral communication skills.

The appointment is for an initial term of approximately 8 weeks which may vary depending on date of commencement and satisfactory performance. For further information regarding this consultancy, please download the full terms of reference at:
