Announcement:

IRG seeks an Arabian Peninsula Affairs Program Specialist to provide support for Arabian Peninsula country programs of the U.S. Agency for International Development (USAID), especially with the Yemen Desk officer, in planning, coordinating, and monitoring elements of programs and supporting other non-presence Missions, Embassies and USAID/W outreach teams to develop outreach and public messaging for USAID programming. In conjunction with direct-hire staff, the Program Specialist will assist in assuring internal consistency and complementarity of USAID programs and projects development within the Arabian Peninsula. The Program Specialist reports to and takes direction from the Director of the Office of Iraq and Arabian Peninsula Affairs (or the person designated as his/her representative).

Responsibilities:

As an employee of IRG, the Arabian Peninsula Affairs Program Specialist is not authorized and must not supervise, commit, or represent resources on behalf of the Government, or perform inherently governmental functions in any shape or form. Work must be performed under the supervision of a USAID Direct Hire (USDH). Within these limitations, the incumbent will:

Programmatic Support to Director ME/IR for Program Analysis and Evaluation and Under Direct Supervision of USDH (Division of duties, 40%):

  • Review current and planned assistance policies and programs and participate in the preparation and drafting of summaries, provide programmatic support for evaluations and recommendations for action relevant to U.S. assistance programs in the Arabian Peninsula and participate in the preparation and drafting of position papers on other facets of U.S. economic and political policies that may affect USAID objectives.
  • Monitor pipelines, mortgages, expenditure projections, contract levels, congressional interest codes, and other pertinent data relevant to efficient and effective requests and allocation and utilization of program monies.
  • Update and maintain a monthly programmatic audit tracker; brief the Director and Deputy Director on the status of new or pending audits/investigations; collect and organize the data inputs for an Agency audit database once developed.
  • Participate in the preparation and submission of evaluation, statistical, analytical and narrative studies and reports required by Congress, the USAID, the U.S. Embassy and Arabian Peninsula Missions.
  • Participate in the preparation and drafting of analyses of host government policies, budgets, development plans and programs and interpret U.S. legislation and requirements, USAID policy/program directions, regulations and operating procedures.

Outreach (Division of duties, 30%):

  • Prepare briefing papers, press releases and speeches on USAID activities.
  • Collect, design, research, develop, update, and disseminate USDH-approved products in an accurate and timely fashion. Said products include—but are not limited to—quarterly program and project fact sheets, brochures, flyers, newsletters, and content for USAID and missions’ website and social media.
  • Under USDH supervision, prepare evaluation, statistical, analytical and narrative studies and reports required by Congress, the Agency, and the Embassies within the Arabian Peninsula.
  • Assist in the provision of programmatic support to USAID/Yemen, Office of Iraq, Arabian Peninsula Missions and other program offices to develop major program documents, e.g., Congressional Budget Justification, Country and Regional Strategic Plans.

Other Functions (Division of duties, 30%):

  • As appropriate, provide continuous backstopping assistance to ensure program implementation.
  • Under the guidance of the management team, apply broad knowledge of U.S. Government and USAID regulations and procedures, including USAID ADS Series 200, to provide programmatic assistance to the Office of Iraq and Arabian Peninsula Affairs on documentation requirements and procedures, and SO/activity performance.
  • Assist in the provision of programmatic support for established policies, program development, and implementation based on Agency, international, regional, and country policies and objectives.
  • Assist—in a programmatic support role—the USDH liaison with Mission Technical and Program Officers to ensure support for USAID programs and activities.
  • Responsible for records management and other duties as assigned.


Qualifications


Qualifications:

  • Bachelor's degree (Master's degree preferred) in international development, international relations, international security, political science, the social sciences, economics, or other field relevant to international development.
  • Working knowledge of and/or experience in the political, economic, and social issues of the countries of the Arabian Peninsula region
  • Although not required, preference will be given to applicants with demonstrated USAID experience, either:
    • working directly for USAID, either as a direct hire, a personal services contractor, a foreign services limited employee, intern, or other direct employment situation;
    • working as an employee of a private contractor (for-profit or non-profit) under direct supervision of USAID personnel and taking technical direction from USAID counterparts;
    • or working for a USAID implementing partner (for-profit or non-profit) on USAID-funded contracts or cooperative agreements
  • Ability to independently apply knowledge of data sources to identify, select, evaluate, validate, and abstract specific data and materials from existing files, reports, and studies for synthesis in complex reports and studies
  • Proficiency in office software applications (email, Internet, word processing, spreadsheets, databases, etc.)
  • Proactive, initiative taking, attention to detail
  • Excellent organizational skills
  • Excellent written and spoken communication skills
  • Teamwork skills, professionalism, and strong leadership capabilities
  • Proficiency in Modern Standard Arabic highly desired
  • Willingness and ability to travel to USAID Missions and U.S. Embassies in the Middle East region, especially Yemen.
  • Ability to obtain a SECRET-level security clearance (U.S. citizenship required).
