Assistant Property Manager

Reports To: Property Manager, Director of Property Management

Summary: The Assistant Property Manager’s focus is on occupancy, compliance, rent collection, completion of work orders, office management, resident services and relations in the property. This position is responsible for overseeing the day-to-day management of the property in the absence of the Property Manager. The Assistant Property Manager will be required to carry an agency cell phone and be on-call 24 hours a day in the absence of the Property Manager. Individual accountabilities and work volume will be established through the development of annual Success Objectives, within the framework outlined below.

Essential Duties and Responsibilities:

• In the absence of the Property Manager, the Assistant Property Manager carries out the following duties: signs leases, oversees maintenance issues, distributes work assignments to maintenance personnel, initiates processes to evict residents for failure to pay or other undesirable characteristics, manages budgets for assigned properties, authorizes purchase requests; ensures expenses are within budget, completes annual inventory and is on call 24 hours/day.
• Conducts leasing interviews, inspections, processes resident vacancies and computes initial and interim rentals.
• Signs leases, tenant occupancy agreements, tenant-related subsidy documents, and monthly vouchers, excluding contracts for service to the property.
• Assists with maintenance issues by making periodic inspections of the development; reviews maintenance reports and spot checks work; distributes work assignments to maintenance personnel; investigates complaints on maintenance work, and records monthly maintenance repairs.
• Assists with monitoring and contacting residents regarding delinquent rent; initiates process to evict residents for failure to pay or other undesirable characteristics; appears on court to present evidence on failure to pay or undesirable resident behavior and refers residents to social service staff for financial assistance.
• Reviews interoffice memos and other correspondence; resident files; attends departmental meetings; and prepares monthly newsletters, where appropriate.
• Refers residents to Social Services or Resident Services staff, as appropriate.
• Communicates with residents on various issues including but not limited to maintenance and improvement priorities and changes in rules and regulations, during monthly resident meetings.
• Maintains business and tenant files in accordance with applicable laws and requirements as designated by agencies monitoring the property, such as IHDA, NEF, or CHA.
• Responds to inquiries about properties and vacancies and conducts tours of the housing developments.
• Effectively markets the property to ensure compliance and a positive community image.
• Ensures that all compliance requirements are completed accurately and in a timely manner, to ensure property is in compliance at all times.
• Completes annual recertification in a timely manner
• Makes recommendations to the Property Manager on potential operational issues and areas for concern
• Assists with internal reporting requirements in a timely manner.
• Keeps up-to-date with developments in the field of compliance and regulatory requirements for properties.

Supervisory Responsibilities:

• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws, in absence of the Property Manager.

• Education and/or Experience: Associates Degree in related field and at least 2 years of relevant property management experience. Experience working in affordable Senior housing properties is strongly preferred.
• Licenses/Certifications:
o Within one year of occupying this position, identified courses that relate to the following areas must be taken and passed: Certified Occupancy Specialist, Budgeting, Tax credits, Maintenance, HUD, Housing Choice Vouchers housing, Fair housing, Compliance IDHA, CHA, (or similar agencies respective to city and state), and other trainings as assigned by supervisor respective to state. A professional designation in housing management from a national organization that provides such accreditation is preferred.
o Must attend the organization’s supervisory trainings on an on-going basis.
• Computer skills: Must be proficient in word processing, spreadsheets, e-mail, and occupancy software. Experience with Yardi is strongly preferred

• Written Communication: Writes clearly and informatively; Edits work for spelling and grammar; Varies writing style to meet needs; Presents numerical data effectively; Able to read and interpret written information.
