Associate Director of Research and Evaluation - Kovler Center

*THIS IS A PART-TIME POSITION*

Summary:

The Associate Director of Research and Evaluation is responsible for the design, implementation, and evaluation of research, and quality management at the Marjorie Kovler Center.

Essential Duties and Responsibilities:

• Leads design, management and implementation of outcome evaluation project inclusive of re-administration of outcome tools and all aspects of analysis and reporting.
• Oversees or conducts focus groups supplementing satisfaction data.
• Conducts access, integration, and other studies as determined.
• Completes and presents reports for quailty management at staff, agency and board levels.
• Serves as representative for Kovler Center on the agency staff Quality Management Committee and participates on the agency board Quality Management Committee.
• Serves as representative for Kovler Center on the Research and Evaluation Committee of the National Consortium of Torture Treatment Programs (NCTTP).
• Completes reports and documents as requested for the NCTTP project.
• Completes documents for Heartland Alliance Institutional Review Board (IRB) for related projects.
• Participates in the development and adaptation of data collection tools, designing databases, and other research activities.
• Provides leadership and recommendations for quality control systems.
• Serves as lead on responding to data requests and rolling out of new data subscription service.
• Summarize research findings for different audiences with different levels of research comprehension.
• Produces professional reports, fact sheets, data summaries and other documents as needed.
• Present research findings to internal and external working groups, conferences, committees, government leaders and other relevant parties.
• Keeps abreast of emerging trends in research and methodolology as pertinent to IMPACT’s projects.
• Participates in media outreach and interviews, serving as a credible source on torture treatment issues.
• Responds to requests for papers and conference presentations.
• Participates with professional organizations of researchers, evaluators, or data users.
• Assists with fundraising for research projects and evaluations.
• Supervises and mentors research student interns
• Other duties as assigned.


Supervisory Responsibilities:

• Directly supervises one employee in the Marjorie Kovler Center. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

• Education and/or Experience: Doctoral degree (PhD) or equivalent and two years related experience and/or training; or equivalent combination of education and experience.
• Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Second language abilities in French, Spanish or Arablic helpful although not required.
• Mathematical Skills: Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
• Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
• Computer Skills: To perform this job successfully, an individual should have knowledge of Excel, SPSS, ACCESS,GIS software.
• Other: Substantial knowledge of various Census Bureau data sets including the Current Population Survey, American Community Survey, Survey of Income and Program Participation, Small Area Income and Poverty Estimates, and the Decennial Census and ability to perform original analysis and provide sound explanations of Census definitions and procedures.
