CFO - Heartland International Health Center

Reports to: Heartland Alliance CFO and Executive Director of Heartland International Health Center

Summary: The Controller will direct financial activities of the organization by performing various duties personally or through subordinate supervisors. This position also serves as the CFO for Heartland International Health Center. Individual accountabilities and work volume will be established through the development of annual Success Objectives, within the framework outlined below.

Essential Duties and Responsibilities:

Strategic Financial Responsibilities:
• Establishes, or recommends to management, major corporate economic strategies, objectives, and modifications to existing programs and policies for the company health centers.
• Prepares reports which summarize and forecast company business activity and financial position in areas of income, expenses, and earnings based on past, present, and expected operations.
• Provides regular financial reporting for HIHC Executive Director, Board of Directors and Finance Committee, highlighting significant budget to actual variances and associated financial risks, detailed analyses of accounts receivable, financial forecasts, and other key financial insights
• Presents financial reports and analyses to organization executives and Board members
Accounting Leadership:
• Lead and oversee the activities of the accounting staff to ensure the accurate and timely processing of all transaction cycles;
• Maintain financial records in compliance with generally accepted accounting principles
• Ensure timely completion and distribution of accurate financial records, monthly operating statements, financial reports, and analyses; make adjustments as necessary and highlight areas of concern
• Provide HIHC leadership and health center personnel with timely financial information sufficient to ensure compliance with local, state, and federal budgetary, contractual, and reporting requirements
• Coordinates the patient billing process to ensure accurate and timely billing and cash collection.
• Directs preparation of budgets, review budget proposals, and prepare necessary supporting documentation and justification; Directs determination of depreciation rates to apply to capital assets.
• Protect organizational financial assets by establishing, implementing, monitoring, and enforcing internal controls, such as financial and accounting policies and procedures; provide recommendations for improvement
• Lead group and individual meetings to review financial information and implement/reinforce accounting processes
• Manage cash balances; Review and approve account reconciliations in a timely manner
• Advises management on desirable operational adjustments due to tax code revisions.
• Advises management about insurance coverage for protection against property losses and potential liabilities.
• Establish relationships with banks and other financial institutions

Audit and Compliance:
• Ensure compliance with government grant contracts and other regulations by ensuring the accurate and timely completion of financial reports and other filings
• Coordinates and prepares for audits of the company’s accounts; Prepares reports required by regulatory agencies; Effectively manage relations with auditors and regulatory agencies

Supervisory Responsibilities:
• Manages one to six subordinates; may supervise associates who manager others; in accordance with the organization's policies and applicable laws
• Responsible for the overall direction, coordination, and evaluation of employees, including: interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
• Maintain an organizational structure and staffing to effectively accomplish the accounting team’s goals and objectives
• Other duties may be assigned.

• Education and/or Experience: Bachelors degree in Accounting/Finance and a minimum of five years of Accounting Management experience required. A CPA or 5 additional years progressive accounting experience required. Experience in ambulatory treatment (accounting) and Medicare/Medicaid reimbursement required.
• Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
• Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
• Computer Skills: To perform this job successfully, an individual should have knowledge of Fundware Accounting software; Microsoft ACCESS Database software; Microsoft Excel Spreadsheet software and Microsoft Word Processing software.
