EXPRESSION OF INTEREST FOR POSITIONS OF “INSTITUTIONAL REFORM EXPERT”

1. BACKGROUND

The Government of United Republic of Tanzania has applied for financing from the African Development Fund (ADF) toward the cost of the Road Sector Support Project II and intends to apply part of the agreed amount for this loan to payments under the contract for Individual Consultants for Capacity Strengthening for Ministry of Infrastructure and Communications Zanzibar under the Project.

The Ministry of Infrastructure and Communications, Zanzibar on behalf of the Government of the United Republic of Tanzania is therefore looking for dynamic, motivated, creative and open minded individual for the post of Institutional Reform Expert.

2. INSTITUTIONAL REFORM EXPERT (1 post)

DUTIES AND RESPONSIBILITIES

The duties of the Institutional Reform Expert among others will be to assist MoIC in providing the necessary coordination, administration, supervision and monitoring activities throughout the entire reform process and establish procedures for undertaking reform activities in an efficient and timely manner.
The successful candidate will report to the Head of CODAP unit under the Directorate of Planning, Policy and Research and work closely with other staff to accomplish specific institutional reform tasks.


3. QUALIFICATIONS AND EXPERIENCE

The desired attributes for the positions are Graduate Degrees in relevant field (planning, civil engineering, transport economics, Quantity Surveying or any other related field from a recognized University. A post graduate degree in the above mentioned disciplines will be an added advantage. At least 10 years of experience in planning and implementation of various projects of similar nature.
The experience is to relate to institutional reform projects in an international, national, public or private organization. Knowledge in computer applications and fluency in written and spoken English are mandatory.

4. EVALUATION CRITERIA

Evaluation of the above qualifications and experience will be done based on the following criteria and scores:

(i) Academic qualifications 40%;
(ii) Adequacy for the assignment 55%; and
(iii) Experience in region 5%;

Total weight 100%

5. DURATION OF THE ASSIGNMENT

The duration of the assignment is estimated at fifty five (55) Months
