BACKGROUND


The primary intent of the National Impact Assessment Programme initiative is to promote the effective use of Environmental Impact Assessment (EIA) at the project level, and to introduce Strategic Environmental Assessment (SEA) at the planning level in Pakistan. It is designed as a resource programme that will serve to strengthen and introduce impact assessment (IA) tools and systems for relevant Government of Pakistan’s (GoP) institutions.

NIAP aims to contribute to sustainable development in Pakistan through strengthening of the EIA process and introduction of SEA in development planning. Improved EIA will lead to more environmentally conscious development at the project level, while the introduction of SEA will facilitate improved planning, not only by the integration of potential impacts into plan development and decision-making, but also through improved coordination between the authorities involved in planning.

Pakistan Environment Protection Agency (Pak-EPA), Government of Pakistan, Islamabad

SPECIFIC DUTIES AND RESPONSIBILITIES

MAJOR RESPONSIBILITIES:
The Deputy Project Manager/EIA Expert will provide support in the implementation of the Programme activities at Pakistan Environment Protection Agency (Pak EPA) with a specific focus on EIA. In addition to his/her technical functions, he/she would perform management support functions for smooth implementation of the Programme in Pak EPA.

SPECIFIC DUTIES:
1. Provide support to the Pak EPA (PIU) in the effective management and implementation of NIAP;
2. Assist PIU in the effective delivery of programme outputs according to the work plan;
3. Maintain contact and smooth working relations with all partner institutions and programme staff especially provincial EIA Experts;
4. Provide support to partner EPAs in the delivery of programme outputs;
5. Assist PM in the preparation and revision of the programme work plans, budgets and financial related to Pak EPA;
6. Conduct trainings on subjects identified by the Project Manager-NIAP or Programme Director (Pak EPA), as and when required;
7. Undertake financial management of NIAP component at Pak EPA;
8. Provide regular updates to Programme Director (Pak EPA) on the progress of NIAP related activities;
9. Represent the PIU and respective organization at relevant forums; and
10. Any other assignment assigned by the reporting supervisor(s).

REQUIREMENTS


• Post-graduate degree in environmental engineering, environmental sciences, social sciences or natural resource management with at least 6 years relevant professional experience preferably in EIA development and implementation.

• Excellent understanding of EIA process, its implementation status in Pakistan and new developments/research in EIA internationally.

• Ability to conduct training programmes on EIA.

• Excellent communication skills both in English and Urdu and ability to work with multiple partners in a multi-disciplinary project especially government institutions.
