The Ba-Phalaborwa Municipality, with its seat in Phalaborwa, invites applications from suitably qualified candidates for appointment to the following position:

Human Settlements & Spatial Planning
(Five-year performance-based contract)

Total Cost to Employer: To be negotiated in terms of a five-year performance-based contract

Requirements:

  • A recognised three-year tertiary qualification (a postgraduate managerial/Project Management qualification will enhance your application)
  • A valid driver’s licence
  • Computer literacy in MS Word, MS Excel, MS PowerPoint and MS Project
  • At least five years’ experience in a senior management position
  • General management, planning, organising, leading and control skills
  • Strategic planning skills and ability to integrate planning activities
  • Knowledge of national and provincial legislation and policies governing the local sphere of government
  • Knowledge of change management processes
  • Mentoring, report-writing, business plan development, networking, staff development, conflict management, disciplining and decision-making skills
  • Project management skills
  • Performance management skills
  • Policy formulation skills
  • Delegation skills
  • Coordination skills
  • Communication, motivation and negotiation skills.


Key performance areas:

  • Manage the Directorate: Economic Development, Human Settlements and Spatial Planning of Ba-Phalaborwa Municipality
  • Ensure that the Directorate achieves all key performance areas
  • Identify projects that should be managed in line with the PRINCE2 project management methodology
  • Coordinate the compilation and submission of business plans to source national and international funds
  • Facilitate the compilation of departmental long-term and mediumterm operational and short-term activity plans
  • Facilitate the integration of the departmental strategic operational plan
  • Compile and submit monthly status quo and progress reports
  • Initiate the development of new, and advise on the amendment of existing, policies and by-laws.
