Evaluation & Impact Analytics Technical Advisor

Based in Washington, DC, ACDI/VOCA is a nonprofit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security to promote broad-based economic growth and vibrant civil society. ACDI/VOCA currently has approximately 90 projects in 40 countries and total revenues of $140 million.
We are seeking a DC-based Evaluation and Impact Analytics Technical Advisor to provide leadership in strengthening organizational and staff capacity. The Technical Advisor will design and implement effective formative, mid-term, final and ex post facto evaluation strategies for reviewing ACDI/VOCA’s field projects. S/he will develop appropriate evaluation strategies for proposals and will support project efforts to design sound data collection and sampling methodologies to test program outcomes for large, multiyear development efforts in ACDI/VOCA’s practice areas. The Technical Advisor will also provide guidance and support in analyzing results of data (using Excel, SPSS, Epi-info or other statistical software packages). S/he will support efforts to disseminate findings by displaying results in dashboards, writing articles and participating in professional conferences. In collaboration with the Senior Director of Monitoring and Evaluation (M&E), the Technical Advisor will review external consultant evaluation designs and findings and provide professional critique. This position will be based in Washington, DC, with travel (up to 30 percent) to project sites in other countries.
Qualifications
A master’s in the field of M&E, social sciences, economics, agricultural economics, statistics or other related field and a minimum of 10 years of experience in evaluation methodologies, including international development experience. This position requires a combination of technical, analytical and managerial capabilities and a proven record of project management. Knowledge of USAID contracts and agreement mechanisms is also required. Candidates must demonstrate excellence in oral and written communications; strong analytical, organizational and interpersonal skills; working knowledge of MS Excel, Word and Power Point; and the ability to work independently and as part of a team, handle multiple tasks, meet deadlines, and track and report on progress. Fluency in at least one other language strongly preferred.
