Job Description
Background for the Role
To assist in meeting the Government’s maritime strategy for Safer Ships and Cleaner Seas by (a) ensuring that MCA Business Plan tasks and objectives are satisfactorily fulfilled and (b) upholding the development, promotion and enforcement of high standards of marine safety in order to minimise loss of life amongst seafarers and coastal users and to minimise pollution from ships of the sea and coastline. The above to be in accordance with MCA Service Standards, QMS Procedures and Work Instructions.

Main Roles & Accountabilities
MS2 Key Responsibilities:
• Assist the PFVS with key responsibilities.
• Carry out Survey, Audit, Inspection and Enforcement activities as required in line with competencies achieved. This will include (but not limited to), fishing vessel surveys or inspections, code vessel inspections, security inspections and security plan approvals.

Other MS2 responsibilities.
• To maintain a high level of technical knowledge of S&I activities in accordance with competencies achieved.
• Support the Enforcement Unit when dealing with any offences committed in the Region.
• Maintain and develop appropriate accreditation within the Surveyor Training Scheme.
• Act as local customer service manager, lead surveyor, issue of certification, provide advice to the public and colleagues, approve ships plans, investigate complaints.
• Contribute when requested by PMS/SIC/AOM to Regional response in respect of agency-wide initiatives and parliamentary correspondence including Parliamentary Questions.

Takes responsibility for own health and safety and that of others.

Ensures that own continuous professional development is ongoing and own professional knowledge is up to date.

Minimum qualifications:
(a) STCW II/2 Master unlimited Certificate of Competency; or
(b) STCW III/2 Chief Engineer unlimited Certificate of Competency ; or
(c) Honours Degree in Naval Architecture, Ship Science, Marine Engineering, Mechanical and Marine Engineering or Marine Technology; or

alternatively:

FV Class 1 supported by extensive experience in a managerial role onboard ship or in a technical capacity of responsibility within the maritime industry. The essential breadth of relevant experience would not normally be gained in less than 5 years following qualification.

Exceptional candidates with one of the following qualifications may be considered:
(a) II/2 Chief Mate (unlimited) or III/2 Second Engineer >3000kW; supported by extensive experience at that level onboard ship; or
(b) HND(Subject as per degrees above - to allow for entry to degree course) plus extensive experience in a technical capacity within the marine industry.

Other Requirements:

The successful candidate will be required to meet a health standard.

Travel on official duty around the United Kingdom(often to remote locations) is a requirement which may involve overnight stays.

On occasion, there will be a requirement to work outside of normal conditioned hours.

Short-term visits abroad for survey and inspection work will also be necessary.
