Introduction:

On January 12, Haiti was severely hit by a magnitude 7.0 earthquake that left an estimated 1.2 million displaced, principally within the capital of Port-au-Prince, as well as the surrounding region. The level of damage caused to public and private infrastructure has led to the establishment of hundreds of spontaneous displacement sites. Immediately after the earthquake, IOM launched large-scale relief humanitarian operations to assist victims all over the country, including support with the protection for the beneficiaries living in camps.

Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision and guidance of the Project Officer (Protection Coordination), the successful candidate will be responsible in providing support the development and implementation of activities aiming to address protection needs of internally displaced people, vulnerable populations, and affected populations in Port-au-Prince camps. Core functions/ responsibilities:

  1. Assist in conducting vulnerability and protection assessments of camp populations.

  2. Assist in Identifying gaps in needs, and assistance and protection provided for the most vulnerable.

  3. Provide assistance, counseling, referral and monitoring of protection cases.

  4. Follow up on referrals for identified problems and coordinate implementation of protection solutions in camps. Raise awareness and concern on dysfunctional referral pathway in camps.

  5. Supervise the field assistants’ team – in-charge of protection case management.

  6. Maintain the protection caseload tracking database. Map out partners capable of providing different services to identified vulnerable people.

  7. Contribute to the cooperation and coordination with camp managers, health partners, the national police, local NGOs as well as other relevant IOM units.

  8. Support camp committees to address issues related to protection and security. Assist in developing communication and educational strategies to address protection concerns in camps.

  9. Contribute to the evaluation and supervision of protection activities at the camp level.

  10. Write reports while maintaining confidential records.

  11. Perform such other duties as may be assigned.

Desirable Qualifications and Experience

a) completed advanced university degree from accredited academic institutions, preferably in Political or Social Science, Business Administration, International Relations and/or Law, or an equivalent combination of training and experience; b) three years experience (or five years experience for candidates holding a 1st level university degree) in the field of migration and/or refugees issues, with specific field experience in the area of protection; c) experience in project development, implementation and evaluation, and/or programme implementation and management; d) proven ability to work under difficult physical conditions, in very stressful environment and the aptitude to effectively convey to others the importance of safety/security awareness a distinct advantage.

Languages

Thorough knowledge of English and Creole and working knowledge of French.
