Programme Officer (Return Programme/Camp Coordination and Camp Management)

Introduction:

On 12 January 2010, Haiti was severely hit by a magnitude 7.0 earthquake that left an estimated 1.2 million displaced, principally within the capital city of Port-au-Prince, as well as the surrounding region. The level of damage caused to public and private infrastructure has led to the establishment of hundreds of spontaneous displacement sites. IOM, as lead agency of the Camp Coordination and Camp Management (CCCM) cluster, has launched large-scale relief operations in support of the CCCM cluster. Almost two years on from the earthquake, with vastly reduced funding available for services in camps and with the need to return to normality, the operational focus for the Haitian Government and for IOM is increasingly turning to helping the camp populations return to their neighborhoods of origin. The key pilot project for developing return solutions including rental subsidies is the 16 Neighborhoods and 6 Camps Programme (16/6 Programme) developed by IOM in consultation with the Haitian Government and other international actors. Subsequent to the implementation of the 16/6 Programme, and using the established methodology, IOM is now implementing multiple return programmes, including in Champs de Mars and in small camps across Port au Prince. IOM, as part of the "16/6 Programme Management Unit" led by the Government of Haiti, has therefore taken on a wider role in terms of oversight, establishing and standardizing best practice for other return programmes being developed and implemented by national and international organizations across Haiti.

Context:

Under the overall supervision of the Chief of Mission in Port-au-Prince and the direct supervision of CCCM (Camp Coordination and Camp Management) Programme Manager, working with the Government-appointed head of the 16/6 programme, and in liaison with the E-Shelter/CCCM Cluster Coordinator, the successful candidate will be responsible for the implementation, oversight and technical and strategic guidance to all IOM's return programmes.

Core functions/ responsibilities:

  1. Manage the overall implementation and coordination of the programme in a timely manner and be responsible for the administrative and technical oversight of the projects in line with IOM's policy and practices as well as donor requirements.

  2. Monitor programme's progress, specifically aimed at documenting and evaluating results as well as increasing effectiveness and recommending appropriate action.

  3. Establish and maintain strong partnership and liaison with implementing partners, including donor community, Government entities, local authorities, UN agencies and other stakeholders; promoting dialogue, information sharing and cooperation among Government and non-government actors.

  4. Provide technical, strategic and policy advice to CCCM/ E-Shelter Cluster members and works with the Cluster management team on the transition of its responsibilities to Government institutions.

  5. Chair (on behalf of CCCM/E-Shelter-Cluster and the 16/6 PMU) a technical working group focused on issues of camp closure and return to neighborhoods. Provide technical advice to the Government of Haiti in its aim to standardize approaches to return programming implemented by other international and national organizations in Haiti.

  6. Supervise the "Returns Working Group" as a coordination vehicle to:

a. work with other international organizations which are designing and delivering return programmes; and b. encourage standardization of methodologies.

  1. Develop, improve and document the processes involved in return programmes including but not limited to: communication, application forms, case work, verification of housing; cash payments, monitoring, evaluation and reporting.

  2. Assist in developing and maintaining donor relations and participate in fund-raising related activities for the Mission's new programmes in close coordination with the CCCM Programme Manager.

  3. Identify new project opportunities and describe and justify project possibilities consistent with approved return programmes and on-going activities. Review and adjust project proposals to ensure consistency with relevant priorities and programmes and with available resources.

  4. Represent IOM in the 16/6 Programme Management Unit (PMU) and thereby serve as the primary point of coordination (with regard to activities related to return) between IOM and relevant Government entities and operational partners.

  5. Liaise with CCCM/E-ShelterCluster to collect and disseminate best practices for implementing return programming involving cash grant rental subsidy and other return solutions.

  6. Perform such other duties as may be assigned.

Desirable Qualifications and Experience

a) completed Master's degree from an accredited academic institution, preferably in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/ or Law; b) five years of experience (or seven years experience for candidates holding a first level university degree) in the field of migration issues including operational and field experience, IOM project development, and management; substantial experience in emergency and post-crisis environments, humanitarian assistance, human rights; c) demonstrated expertise in the thematic area; d) strong leadership and coordination management experience; e) substantial work experience in disaster and post-conflict zones and CCCM response; f) experience in liaising with governmental authorities, other national/international institutions; g) demonstrates good knowledge of UN, IOM and NGO mandates and programmes in the humanitarian responses, IDPs, post conflict construction and development; h) experience of working in Haiti.

Languages

Excellent knowledge of English, French and Creole.
