Finance and Grants Director, Bangladesh
We are currently seeking a Finance and Grants Director for a five-year, USAID-funded program in Bangladesh. PROSHAR has been developed as a comprehensive action plan to bolster food security in Bangladesh by addressing the following technical areas: the promotion of sustainable livelihood strategies; improved health and nutrition; and enhanced community ability to respond to vulnerabilities and shocks. The project will work to reduce food insecurity in three upazilas in the Khulna division by applying a long-term approach by leveraging opportunities in a number of value chains based on market analysis, strengthening health systems and empowering communities to prepare and respond to disasters.
Responsibilities:
- Provide strategic leadership, oversight and management to the PROSHAR Finance/Accounting Department by supervising the accounting staff in the PROSHAR Dhaka office, using hands-on leadership to ensure the maintenance of a high performing and effective team.
- Play a key role in the preparation of annual budgets and monthly cash flow projections and analysis in collaboration with key program staff and sub-awardees.
- Monitor the project budget for proper accountability of program expenditure and disbursements against appropriate budgets. Facilitate monthly internal budget tracking/programming and exchange of budgetary information among staff.
- Provide leadership, oversight and management to the PROSHAR Grants Department by supervising the project’s Khulna and Dhaka-based grants specialists, ensuring grant activities conform with the organization’s policies and procedures as well as its Grants Manual. Ensure all sub-grant transactions are allowable, and compliant to grant terms and conditions.
- Communicate and coordinate with sub-grantees on a daily basis to ensure compliance with the award agreements, ensure mandatory reporting, and be the PROSHAR lead for all other administrative or financial aspects of the sub-awards. Interpret, communicate and enforce PROSHAR policies and procedures.
- Provide capacity building by way of technical assistance trainings on financial management and compliance to local sub-grantees, as needed. Create training tools and develop modules to help build capacity for sub-awardees, using input from USAID rules and regulations and ACDI/VOCA policies and procedures.
- Maintain accounting systems and procedures that enable prompt and accurate processing of accounting transactions, including monthly payroll to more than sixty staff, following sound accounting principles.
Qualifications
Qualifications:
- Minimum Bachelor’s degree in commerce, or a closely related subject, with a minimum of five to eight years of proven experience in a senior level finance and/or grants position in an international development organization.
- Experience in working with projects funded by USAID. Title II Food Security experience strongly preferred.
- Experience in directly managing a portfolio of sub-awards is required.
- Demonstrated knowledge of Bangladeshi accounting standards. Knowledge of US Generally Accepted Accounting Principles strongly preferred.
- Demonstrated expertise with USAID rules and regulations, including A-110, A-122, the Code of Federal Regulations (CFR) and A-133. Knowledge of Regulation 11 is a plus.
- Experience working with accounting software packages, such as QuickBooks.
- Excellent skills in Microsoft Office programs (Word, Excel, Access, Power point).
- Ability to travel outside of Dhaka up to at least once per month.
- Fluency in spoken and written English and Bangla is required.
