GENERAL INFORMATION
The International Training Centre of the International Labour Organization (ILO Turin Centre), based in Turin, Italy, is the training arm of the ILO, a specialized agency of the United Nations.

Direct selection by the ILO Turin Centre Director shall be the method to fill this position as per Article 1.2 of the Centre’s Staff Regulations with possible extension of one year.

INTRODUCTION
The Financial Services Department launched a project to adopt International Public Sector Accounting Standards (IPSAS) at the Centre. Given the complexity of the IPSAS’s scope, a phased implementation of IPSAS was introduced.
It is expected that by the end of 2012, the Centre will produce fully IPSAS compliant financial statements and align the Centre’s policies, business practices and reporting system to the requirement of IPSAS by that date. So far, significant work has been conducted to achieve that the appropriate Centre policies, processes and procedures are being developed in order to meet the full compliance of IPSAS requirements. To date, 15 standards have been implemented. It is expected that by the end of 2012, the Centre will comply with four additional standards.
A business process review (BPR) exercise of the work between different units, their integration points, along with systems and tools supporting their daily operations has been initiated and current process maps, observations and recommendations have been drawn up.
The incumbent is expected to work in a team environment and will assume responsibility for specific areas of the Centre’s IPSAS adoption and implementation of recommendations arising from the BPR.
DESCRIPTION OF DUTIES
Under the guidance of the Treasurer and Chief of Financial Services, the incumbent will be responsible for the following duties:
Development of business policies and procedural guides:
• Draft operations policies and procedures content, implementation guidance, accounting instructions and systems guide;
• with respect to other policy and existing procedures, review and identify revisions to be made or develop new ones, to ensure IPSAS compliance;
• provide guidance and assistance to primary business owners in activities as defined in the IPSAS project plan to ensure IPSAS compliance.
Business Requirements/Process
• Coordinate and ensure close consultation with other services involved in the implementation of the Business Process Review (BPR);
• lead the implementation of recommendations arising from the BPR exercise focusing on core processes linked to enrolment and invoicing of participants, process integration with accounting and the supporting information technology tools such as the project management system (MAP) and the ERP system (Oracle);
• develop and maintain financial accounting systems resulting from the BPR in respect of income, project budgeting, collection and receivables management;
• monitor specific areas of compliance with reference to new tasks and procedures introduced by IPSAS.
Inform and support the development of IPSAS compliant financial statements and management reports
• Contribute to the development of the Centre’s IPSAS compliant financial statements and management reports with respect to business performance, stewardship of assets and basis for decisions associated with the allocation of resources.
Perform other related duties relevant to the mission of the Financial Services, as requested by the Treasurer and Chief of Financial Services.

QUALIFICATIONS REQUIRED
Education
Advanced degree in business administration, information systems, finance or accounting. Possession of an internationally recognized accounting designation (e.g. CA, CPA) is essential.
Experience
At least seven years of progressively responsible professional experience in a financial reporting and accounting environment, of which at least four at international level;
knowledge of the United Nations System’s environment, with particular reference to common financial practices an asset.
Languages
Excellent written and spoken communication skills in English. Knowledge of Italian and of a second UN language would be an advantage.

Technical competencies
• Excellent knowledge of IPSAS and several years experience in the production of statutory accounts;
• excellent drafting skills tested in the development of financial policies, guidance papers and manuals in a corporate or public sector environment;
• progressively responsible experience of project management in a fast changing business environment;
• familiarity with the main features of a major ERP system, preferably Oracle and of project management system (i.e. MAP);
• strong analytical and problem solving skills;
• able to translate business requirements into logical systems specifications;
• excellent knowledge of spread sheets and relational databases (ITC-ILO standard in MS Office).
Personal skills
• Ability to organize and delegate work and to lead and supervise staff;
• good communication and negotiating skills;
• resourcefulness, initiative and maturity of judgement;
• ability to work in a team, including establishing and maintaining effective working relations with people of different national and cultural backgrounds.
