Gender Audit & Gender Strategy development Avocats Sans Frontières (ASF)

The organisation

Avocats Sans Frontières (ASF) is a non-governmental organization that promotes human rights and accountability through legal means, helping to establish the rule of law in post-conflict situations. This has realized its mission by providing technical assistance in eight different countries, either through its permanent missions or through projects. The organization is working with and developing the organizational development of partner organizations working on legal aid/assistance.
In order to strengthen reinforce the relevance and effectiveness of its operations ASF is currently working on the development of a gender strategy.

Context

Activity
ASF intends to undertake a gender audit of ASFs strategies, programmes and projects. The audit’s findings will be used to develop ASF’s gender equality and gender mainstreaming strategy.
The study will review the way gender mainstreaming is implemented in the organisation, for instance in the Human Resource domain, in programmes and projects as well as identify strength and weaknesses in the current practices.
The gender review will feed the development of ASF’s Gender Strategy, setting out the direction and parameters for the gender mainstreaming activities.

Background
ASF’s commitment to mainstreaming gender is informed by the fundamental principle of equality and non-discrimination and the notion that equal access of men and women to (legal) resources and involvement in the justice domain is essential to building democratic societies. This has been exemplified in the DFID PPA supported programme in which a gender audit and further development of a gender strategy have been incorporated.
So far gender has been predominantly approached via the HR guiding principle to recruit women in case of equal competencies of applicants, and via a focus on women and thematic areas (domestic violence, land rights etc) relevant to them in ASF access to justice projects.
However, there is a need to approach gender mainstreaming more strategically and devise a plan of action to mainstream gender equality in ASF’s policies, programmes and activities and to support gender mainstreaming within the organisation. The gender audit’s findings should inform the subsequent development of the plan of action that sets out ASFs gender mainstreaming strategy as well as guidelines for implementation of the strategy.
In this regard, the findings and recommendations of the study need to be practical and feed into organisational concerns.
The study would focus on the review of documents (strategies, policies, position papers, programmes and project documents and evaluations) and interviews with ASF staff and ASF’s stakeholders.


Responsibilities

Objectives of the Gender Audit
The study has the following objectives:
1. To assess the degree to which the ASFs staff understands gender mainstreaming or incorporate it into management practices and effectively integrate it into the preparation, design and implementation of programmes and projects;
2. To provide an assessment of the needs and resources required to strengthen gender mainstreaming across the organisation.
3. To propose a strategy for integrating gender analysis and actions into the work of ASF

Methodology
Desk research at ASF HQ in Brussels, interviews. The consultant is expected to provide a work plan with methodology.


Qualifications
• Masters Degree in Gender Studies with at least 8 years of experience in gender analysis and training
• The consultant should have proven experience in gender audits and developing strategies for effective gender mainstreaming.
• Knowledge of French required. English desired;
• Previous work experience in and knowledge of access to justice programmes and NGOs desired.

Terms

The assignment is foreseen to take 12 working days and needs to be concluded before 31 March 2012.
