Main duties:
Under the supervision of the Director, Internal Audit and Oversight Division (IAOD), and in accordance with the provisions of the Internal Oversight Charter (rev 2010), the incumbent will have the following tasks:

  • plan, establish procedures, direct and coordinate investigation activities;
  • provide direction and leadership to all phases of each investigation engagement, ensuring international investigation and forensic auditing standards and ILO Administrative Tribunal jurisprudence are met;
  • conduct investigation and recommend corrective actions in close liaison with Senior
  • Management, financial services, legal services and human resources to dispose of investigation cases;
  • monitor the action taken and assess the adequacy of response to investigation recommendations and periodically report thereon;
  • prepare proactive fraud risk assessments and fraud profiles of the Organization;
  • represent the office at inter-agency forums and participate in senior management meetings on issues related to investigation and inspection;
  • manage the staff in the section, including short-term staff;
  • prepare and propose Budget proposals for the Unit and ensure the achievement of set objectives;
  • prepare and keep updated a fraud risk assessment for the organization and develop an anti-fraud strategy, plan and program;
  • perform other tasks assigned by the Director, IAOD.

REQUIRED QUALIFICATIONS

Education:
Advanced university degree in auditing, accounting, finance, economics, management, criminology or law with "Certified Fraud Examiner" or other equivalent qualification from an accredited authority. Alternatively, "Certified Internal Auditor", "Certified Public Accountant" or "Chartered Accountant" with hands-on experience on investigation, fraud examination and forensic accounting can be considered.

Experience:
Minimum of twelve years of progressively responsible experience at the national or international level in performing and managing investigation, preferably in the public sector; this experience should include a minimum of five years in senior positions in investigation management. Experience in managing an investigation section within the United Nations system will be considered as an asset.

Skills:

  • Ability to write clearly and precisely and to communicate with senior management in an effective manner.
  • Strong interpersonal skills with an ability to work easily and well in cross cultural settings. Demonstrated ability to take decisions under pressure.

Languages:
Excellent knowledge of English or French and, very good knowledge of the other, both written and oral.

Annual salary: (Net of tax) 80,629 USD

86,791 USD (with primary dependants) Post adjustment: 101.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

Additional Information:
Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

*Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversions to a permanent appointment.
