HR Officer, Staff Development and Learning / Performance Management (NPO) Grade: NO-B

OBJECTIVES OF THE PROGRAMME :
The post is located in Personnel Unit, Division of Administration and Finance. The unit is responsible for providing human resources services, including job classification, recruitment, performance management, HR advisory services for Western Pacific Region. The unit also contributes to HR policy development and review.
Description of duties:
Specifically, the incumbent:
1. Implements, regularly reviews and improves/updates as necessary the overall strategy for staff development and learning in the WP Region;
2. Liaises with divisions and countries via their designated learning focal points to provide advice and assistance in identifying learning and staff development needs;
3. Serves as secretary of the Regional Learning Committee and Western Pacific Regional Office (WPRO) representative on WHO Global Learning Network,
4. Organizes learning programmes/activities based on identified needs, prepares a comprehensive learning plan ensuring consistency with WHO policies and objectives, in consultation with relevant stakeholders in the region (e.g. managers, learning focal points);
5. Monitors and evaluates the implemented activities, prepares reports and statistical documents and position papers for senior management;
6. Administer the financial resources for learning and staff development in the Region;
7. Serves as focal point within the Organization for external contacts relating to staff development and training;
8. Develop policies and strategy that relates to the link between performance and learning (Performance Management Development System [PMDS] and Staff Development and Learning [SDL])
9. Monitor, administer and analyse the Performance Management Development System and provide periodic statistics therein. Facilitates the completion of staff development plans as part of PMDS process and compiles information on the learning needs identified in PMDS reports
10. Compile all required data in respect of mobility and rotation including mobility preferences of staff indicated in PMDS reports and assists Regional Personnel Officer (RPO) with coordinating Mobility Review Committee and GS Rotation Review Committee meetings
11. Coordinate, review and update WPRO's performance award system
REQUIRED QUALIFICATIONS
Education:
University degree in human resources, education, adult education, public or business administration, industrial relations, psychology, social science or related field is essential. Professional qualification is desirable.
Skills:
Good knowledge of training concepts and techniques; ability to conceptualize and develop SDL (Staff Development and Learning) and Performance Management strategies and activities; ability to negotiate and persuade; ability to analyse; excellent interpersonal communication and leadership skills; and computer literacy.

Experience:
Three years of experience in planning, developing, organizing, conducting and evaluating staff development and performance management activities is essential. Experience in Enterprise Resource Planning (ERP) is desirable.
Languages:
Very good knowledge of English.
