WORK HOURS: Full-time; 40 hours/week

SALARY: *Ordinarily Resident (OR) Range: TL 42,528 - 50,208 p.a. (Starting gross annual salary)
**Not-Ordinarily Resident (NOR) Range: US$ 35,753 – 39,994 p.a. (Starting gross annual salary)

The U.S. Embassy in Ankara is seeking an individual for the Human Resources Assistant position in the Human Resources Office of the U.S. Embassy in Ankara.

BASIC FUNCTION OF POSITION
The incumbent will be the sole person responsible for managing the Merit Based Compensation program as well as coordinating and administering the Personal Services Agreement (PSA) employment including the local guard force at the Embassy; will also provide counseling services on a variety of Embassy policies and practices, local labor law, local social security, American social security, employment conditions and benefits.

QUALIFICATIONS REQUIRED
Note: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

Following are the minimum qualifications for the FSN-7 (FP-7) TARGET level:

1. Education: Minimum TWO YEARS of college or university studies is required.

2. Work Experience: Minimum THREE YEARS of progressively responsible experience in an HR Office environment is required.

3. Language: Level IV (Fluent) Speaking/Reading/Writing English and Level IV (Fluent) Speaking/Reading/Writing Turkish are required. Language proficiency will be tested.

4. Other Criteria and Skills: Good working knowledge of the 3 FAM and 3 FAH pertaining to LE Staff employment and compensation; Thorough and detailed knowledge of Post Personnel System, Merit Based Compensation (MBC) program, PSA personnel policies and procedures, compensation and employment conditions, performance evaluation, benefits for the employees serviced, local labor law, local social security law, American Social Security Law, LCP and LE Staff Handbook are required; Level II typing (40wpm) ability; Ability to use Microsoft Office Applications, such as Word and Power Point, with a high proficiency in the use of EXCEL. Ability to provide written and oral translations from Turkish to English and vice versa; Ability to maintain PSA due dates, performance records, mandatory age separations, notice dates for PSA employees; high organizational and planning skills for the implementation of the MBC Program; analytical to prepare MBC pools; exceptional mathematical skills to calculate MBC awards, separation pay and other compensation benefits; Ability to read, write and research related policies and regulations and to produce concise, well-reasoned analysis; critical thinking to understand and anticipate American and LE Staff questions regarding MBC program, its supporting structure, theory and practice; strong communication and customer service oriented interpersonal and presentation skills to give periodic briefings and trainings on MBC program are required.

B. Following are the minimum qualifications for the FSN-6 (FP-8) TRAINEE level:

1. Education: Minimum TWO YEARS of college or university studies is required.

2. Work Experience: Minimum ONE to TWO YEARS of progressively responsible experience in an HR Office environment, or the equivalent time working for the U.S. Government is required.

3. Language: Level IV (Fluent) Speaking/Reading/Writing English and Level IV (Fluent) Speaking/Reading/Writing Turkish are required. Language proficiency will be tested.

4. Other Criteria and Skills: Ability to use Microsoft Office Applications such as WORD or PowerPoint, with a high proficiency in the use of Excel. Ability to provide written and oral translations from Turkish to English and vice versa; high organizational, planning and analytical skills is required; excellent communication, customer service, interpersonal, and presentation skills are required.


SELECTION PROCESS
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

USEFM and U.S. Veteran candidates generally have an equal preference in hiring; however, a U.S. Citizen EFM who is also a U.S. Veteran receives preference in hiring before all other preference candidates.

ADDITIONAL SELECTION CRITERIA:
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident (OR) employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
6. Military Service (for male applicants): Completion of compulsory military service is required.
