ICAP ,Senior Program Manager

Reporting to the Country Director, ICAP-South Africa, this high-level, seasoned health professional with program development experience will provide technical and programmatic oversight and ensure the implementation and management of Columbia University's portfolio of programs in key health areas including US Government-funded and privately funded initiatives. As a member of the senior leadership team, the incumbent will work closely with the Country Director, the Senior MER Specialist and the Director of Finance and Administration, and will lead a strategic program planning process to develop annual work plans, as well as supervise program staff. He/she will also monitor and report on program achievements and outcomes as well as provide leadership in developing and implementing technical/clinical and collaborative support to Provincial Department of Health staff as well as District Health Management Teams, and Subdistrict Health Teams throughout supported provinces in the Republic of South Africa.

Duties and responsibilities:

• Oversee the development and periodic revision of programme objectives and activities, staff work plans and budgets

• Coordinate and supervise ICAP-South Africa regional programs to effectively implement program activities and meet objectives

• Facilitate regular program staff meetings and conduct regular supervisory meetings with individual program staff

• Provide supportive supervision to ICAP programme staff, as well as maintain clear, open lines of communication

• Interface with HR and program staff in the management and coordination of HR-related activities with regard to ICAP-hired staff seconded to DOH sites, sub-districts, districts, provincial and national Department of Health

• Interface with the Director of Finance and Administration in the development of budgets and the rational management and monitoring of programme expenses

• Serve as a member of key relevant forums, including National and Provincial DOH steering committees, working groups, task teams or subcommittees in support of National DOH programs

• Ensure that sub-grantee monitoring visits are conducted regularly with frequency of visits determined/adjusted based on risk and performance as well as deliveries reviewed to ensure compliance with terms and conditions of agreements

• Interface with the Country Director to ensure proper communication with ICAP-supported provinces, districts and sites and ensure compliance with ICAP SOPs at field level

• Monitor progress toward program objectives and timelines, including regular reporting to and communication with donors (e.g. CDC-South Africa) and ICAP-New York

• Lead relevant staff in drafting ICAP-South Africa's monthly, quarterly, semi-annual and annual reports as well as in documenting lessons learned, case studies and other materials

• Coordinate the annual PEPFAR and CDC planning process and proposal development

• Assist the Country Director in working closely with DOH and partners to develop memoranda of understanding, subcontract agreements and joint program work plans

• Work with New York-based staff to prioritize and coordinate technical assistance to help achieve program objectives

• Represent ICAP-South Africa at DOH, donor and partner meetings, as requested by the Country Director

• Prepare for and facilitate VIP visits to ICAP-South Africa

• Serve as designee of the Country Director when he is away from the office as and when required

• Perform other duties as assigned by the Country Director

Qualifications and experience:

• Medical Degree or other advanced medical/nursing degree

• An advanced degree in Public Health or Public Administration

Knowledge, skills and abilities:

• An understanding of South African health systems, including policies and management structures at national and provincial level

• Extensive experience in supervising health care staff

• A demonstrated ability to motivate staff and build effective teams

• Experience working with international, US and national donor agencies and familiarity with USG grantee policies, rules and regulations

• Proven change management skills and demonstrated project management in design, administrative management and implementation of public health initiatives

• Financial management skills, including budget development and management

• Ability to manage multiple priorities and projects while working as part of a team

• Excellent interpersonal skills

• Ability to work with staff at all levels

• Experience in collaborating with Local Government partners

• Excellent verbal and written communication skills

• A strong command of the English language

• High level of proficiency in relevant computer applications, particularly MS Excel, PowerPoint and Word

• Sensitivity to cultural differences

• An understanding of political and social issues surrounding HIV

• A valid driver's license and the ability to travel nationally and internationally.
