The Independent Network of Labour Migration and Integration Experts (LINET) was created by the International Organization for Migration (IOM) in order to provide DG Employment, Social Affairs and Inclusion of the European Commission with expert analysis and advice on economic migration and labour market integration of third country nationals. The network unites experts from all the EU Member States, Croatia, Norway and Turkey. It aims to support the European Commission in developing evidence-based policies and in mainstreaming labour market integration issues in the EU employment agenda, as well as towards achieving the goals of the Europe 2020 strategy.


General Functions:

Under the general supervision of the Head of the Regional Implementation Unit and the direct supervision of the Project Manager at the Regional Office (RO) in Brussels, and in close cooperation with the Project Steering Committee, the successful candidate will be responsible for the execution of the network's research activities.

In particular he/she will:

In cooperation with the Research Assistant, compile and analyze primary data and the existing research in the field of labour migration and integration to support LINET objectives;
Contribute to drafting the terms of reference and the recruitment of experts;
Undertake review and final editing of expert inputs and desk reviews;
Be responsible for the production of studies and analysis based on the expert inputs according to the research plan;
Develop ad-hoc research briefs for the European Commission on issues of high policy relevance, on the basis of research results;
Liaise with various EU research networks and other stakeholders, includinggovernmental and non-governmental institutions to disseminate research results;
Provide effective research support to the expert network in terms of research methodology, planning, and analysis of research results;
Support the organization of the network seminars, in particular regarding the preparation of background/discussion papers and content of the meetings;
As part of the LINET team, represent LINET in relevant meetings, seminars, trainings and conferences;
Perform other duties as may be assigned.


Desirable qualifications:

Education and Experience:

a) University Degree, preferably post-graduate degree in Political or Social Science, Economics, International Relations or Law or another related field; b) Several years of experience in research on labour markets and/or labour migration, and proven record of own research and publications directly related to the EU (especially in the English language); c) formal training and experience in application of quantitative and qualitative research methods in social sciences is required; d) experience in liaising with a wide range of stakeholders, including European Union bodies and national administrations in the EU Member States, as well as academia and non-governmental organizations.

Competencies:

e) Ability to draft clearly and concisely texts for various purposes and audiences; f) Excellent written and oral communication skills; g) Excellent knowledge of the European Union institutions and policies, especially with regard to research on labour markets and/or economic migration; c) excellent analytical and organisational skills; h) Excellent reporting skills; i) Ability to conceptualize and design research techniques and data analysis covering a wide range of migration-related issues; j) Proven capacity to handle and prioritize work in an efficient and timely manner; k) Demonstrated gender awareness and gender sensitivity; l) Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; m) A high level of computer literacy;

Language(s)

n) Excellent command of written and spoken English and working knowledge of French. Knowledge of other official languages of the European Union is an asset.
