1. THE JOB
The European Chemicals Agency (ECHA) is organising the current call for expressions of interest to constitute a reserve list for the post of Information Technology Project Manager–Biocides.

The Information Technology Project Manager will work in the Business Information Systems Unit of the Information Systems Directorate.

The purpose of the Information Systems Directorate is to contribute to the achievement of the goals and operational objectives of the Agency by ensuring that all Directorates have the ICT infrastructure, the information systems and the support services which are appropriate to carry out their function. The Business Information Systems Unit is responsible for the delivery of large Java based enterprise applications which are cornerstones for the implementation of the chemicals and biocides regulatory frameworks. These applications are used by the authorities (the Agency, the Member States, the Commission), by industry as well as by the general public.

Reporting to the Head of Unit, the Information Technology Project Manager will be responsible for leading one or more projects in accordance with the ECHA governance framework for IT initiatives. The job includes the following main tasks for assigned projects:

  • Creating project work plans and maintaining/revising these as appropriate to meet changing needs and requirements;
  • Leading the execution of project plans by coordinating the efforts of allocated resources, managing day-to-day operational aspects of the projects and their scope by effectively applying ECHA project methodologies and enforcing project standards;
  • Providing the line management in the Agency with timely and appropriate reports and updates on issues within his/her projects;
  • Identifying the resources needed for the execution of the projects and contribute to their management by assigning individual responsibilities, coordinating the team effort, monitoring the execution of the work and ensuring on time delivery of all scheduled milestones together with budget adherence;
  • Contributing to the management of financial resources allocated to the projects by preparing cost estimates, monitoring expenditures and ensuring timely and effective procurement of necessary services in accordance with public procurement procedures;
  • Validating the quality of all project deliverables and ensure that formal acceptance procedures are in place;
  • Monitoring project risks associated with the projects assigned, devise mitigation plans and establish prompt and efficient reporting and communication mechanisms;
  • Procuring and coordinating the efforts of external contractors;
  • Working closely together with the other units to ensure efficient and seamless interdepartmental cooperation at all levels;
  • Other related tasks.

2. FORMAL REQUIREMENTS
You must fulfil the requirements set out below.

2.1. General conditions

  • Be a national of a Member State of the European Union, or a national of the European Economic Area (Iceland, Liechtenstein, Norway);
  • Enjoy your full rights as a citizen;
  • Have fulfilled any obligations imposed by the laws concerning military service;
  • Produce the appropriate character references as to your suitability for the performance of your duties;
  • Be physically fit to perform your duties;
  • Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language to the extent necessary to perform your duties.

2.2. Qualifications
a) Successful completion of a full course of university studies attested by degree in Engineering, Computer Science or equivalent academic qualifications in the area of Business Management and/or Information Technology, where the normal duration of university education is four (4) years or more;

OR

b) Successful completion of a full course of university studies attested by degree in Engineering, Computer Science or equivalent academic qualifications in the area of Business Management and/or Information Technology, where the normal duration of university education is three (3) years.

3. PROFESSIONAL EXPERIENCE REQUIREMENTS

  • If you have a university degree of 4+ years:
    Total professional experience: Minimum 9 years
    Professional experience in relevant fields: Minimum 5 years
    Grade AD8
  • If you have a university degree of 3 years:
    Total professional experience: Minimum 10 years
    Professional experience in relevant fields: Minimum 5 years
    Grade AD8

Professional activity in any of the following areas of work shall be considered relevant professional experience:

  • Project management of complex and large projects for the development of bespoke software systems;
  • Software engineering, software architecture tasks in software development projects;
  • Project management of IT projects aimed at the introduction of complex software packages in public and/or private organisations.
