Iraq Program Director, Iraqi Kurdistan

THE POSITION

The Program Director of Heartland Alliance’s Iraq program is responsible for management, coordination, implementation and oversight of a range of health, social services and human rights projects throughout Iraq. Heartland Alliance is a leading non-profit organization providing direct services and training Iraqi counterparts in the areas of mental health, juvenile justice reform and protection, torture treatment and primary health care, and human rights media development. This position requires posting in Sulaimaniyah, Iraqi Kurdistan. The successful applicant will be responsible for assuring compliance with existing U.S. and U.N. grants and contracts; hiring and managing personnel; supervising the program managers; drafting proposals and seeking funding; managing coalitions; and participating and representing Heartland Alliance in policy and service planning and with governmental, private and funding agencies. The general purpose of the job is to ensure quality services are delivered and that the programs evolve to meet changing needs and the programs succeed in achieving established strategic goals. Individual accountabilities and work volume will be established through the development of annual Success Objectives, within the framework outlined below.

Essential Duties and Responsibilities:

•Manages and directly supervises staff, vendors and volunteers in Iraq program.

•Works closely with all program managers to ensure that deliverables are being met, reports are prepared in a timely and quality manner,

•Coordinates with the Finance team to ensure program managers are receiving updated financial data on their programs, and

•Ensures that any issues that require higher attention are channeled to the Country Director.

REQUIREMENTS

Education and/or Experience:

Bachelor's degree (B. A.) or equivalent and three years of NGO management experience; a minimum of 1 year project management experience, including financial and personnel management.

Other Qualifications: Prior experience in international settings working with human rights, mental health, and/or primary health programming. Experience in working in different cultural and linguistic settings. Previous direct experience in the Middle East preferred.

Language Skills: Excellent English writing skills required. Written and spoken fluency in Arabic or Kurdish preferred.
