Iraq Country Director, Iraqi Kurdistan

THE POSITION

The Director of Heartland Alliance’s Iraq program is responsible for management, implementation and oversight of a range of health, social services and human rights projects throughout Iraq. Heartland Alliance is a leading non-profit organization providing direct services and training Iraqi counterparts in the areas of mental health, juvenile justice reform and protection, torture treatment and primary health care, and human rights media development. This position requires posting in Sulaimaniyah, Iraqi Kurdistan. The successful applicant will be responsible for assuring compliance with existing U.S. and U.N. grants and contracts; hiring and managing personnel; supervising the director of finance and operations on budget management; drafting proposals and seeking funding; managing coalitions; and participating and representing Heartland Alliance in policy and service planning and with governmental, private and funding agencies. The general purpose of the job is to ensure quality services are delivered and that the programs evolve to meet changing needs and the programs succeed in achieving established strategic goals.

Essential Duties and Responsibilities:

•Interacts daily with managers and staff to answer questions, to ensure appropriate services are delivered, and to address unanticipated issues.

•Supervises Finance and Operations Director and assures the production of timely, accurate financial reports; budget tracking, allocations and funding needs.

•Provides supervision and management oversight to health, social services and protection programs.

•Provides administrative supervision to medical and mental health programs, assuring compliance with grant and contract requirements.

•Provides updates to the supervising executive and/or manager regarding service issues, strategic planning, new opportunities, management issues and to communicate program successes.

•Maintains appropriate relationships with government entities, non-governmental organizations, and civic associations.

•Drafts annual request for proposal responses to obtain funding and oversees the preparation of reports to funders.

•Identifies and develops new funding sources and manages preparation of the monthly administrative report.

•Participates in annual planning of strategic goals.

•Participates in Human Rights Sub-Cabinet Meetings and in International Project Team Meetings when in the United States.

•Works full-time outside of the United States, including areas that might be considered dangerous.

•Other duties may be assigned.

Supervisory Responsibilities:

Manages and directly supervises staff, vendors and volunteers in Iraq program.

REQUIREMENTS

Education and/or Experience: Master's degree (M. A.) or equivalent and three years of NGO management experience; or four to ten years related experience and/or training; or equivalent combination of education and experience; successful history of project planning, implementation and grantwriting.

Other Qualifications: Prior experience in international settings working with human rights, mental health, and/or primary health programming. Experience in working in different cultural and linguistic settings. Previous direct experience in the Middle East preferred. Prior project management experience, including financial and personnel management.

Language Skills: Excellent writing skills required.

SALARY: $40,000 USD PLUS Benefits
