Procurement & Contracts Management Advisor

Average salary up to US$120,000/annum plus allowances based on relevant qualifications and work experiences.

  1. Organizational Context The Ministry of Energy and Water is the Afghan Ministry responsible for two important sectors of energy and water. Energy is our economy’s hope for growth, and electricity’s sustainable availability at affordable prices can improve our living standards. Historically, in Afghanistan most power generation has been based on hydropower, our most promising resource (generating over 54% of the total), and the rest from thermal sources, primarily through use of coal and natural gas. Power generation facilities suffered extensive war damage and neglect, and require significant rehabilitation and upgrading. Similarly water, improve the livelihoods of people both of present and future generations by providing access to safe drinking water, household food security, and sources of income while protecting them from the negative effects of droughts and floods, by developing and managing water resources in a sustainable way with user participation, and by contributing to the growth of the national economy by providing effective services for efficient water use in all sectors. The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development advisors. On behalf of the Ministry of Energy and Water, CTAP is now seeking to fill the position of Procurement & Contracts Management Advisor to work in the Ministry of Energy and Water’s Procurement Department, under the management of the Ministry. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.

  2. Position 2.1 Nature and Scope of Assignment This assignment involves supporting a government-led capacity development programme within the Ministry of Energy and Water Procurement Department. Under the supervision of the Procurement Director, the successful candidate will provide technical advice and mentoring with technical inputs required to allow the Ministry of Energy and water to achieve its objective of building the procurement functions that can provide an efficient and timely supply of all the goods and services that it needs to implement its strategy. The successful applicant will be expected to mentor his/her Afghan national counterpart, and to progressively transfer skills and expertise to them. This position does not involve management or line responsibilities.

2.2 Duties and Responsibilities Working with the Procurement Officers as counterpart, with assistance from the CTAP Capacity Development team and other relevant individuals, the Procurement & Contracts Management Advisor will: • Evaluate the existing methods/procedure of Procurement in the Procurement Department. • Introduce the PPU Documents for Procurement in the Procurement Department, MEW.
• Establish and implement sound practices for ICB, NCB and contract management plans. Reconcile data with Finance and database management section • Provide all policy and practical matter of ICB, NCB and contract management. Provide capacity building training and coach to procurement staff on ICB, NCB and contract management. • Mentor Tashkeel Procurement officials for effective Advertising of Tender, Preparation of Bid Documents, GCC, SCC, INCOTERMS, UCP-600 and Letter of Credit. • Mentor Tashkeel Procurement officials for organizing Bidding, Evaluation, Award and Administration of Contract. • Improve the Procurement Management system, aligning it to the International Best Practice. • Guide to Computerize the Procurement Management System. • Provide technical guidance and assistance to the counterpart in order to upgrade their skill and expertise to day activities are carried out efficiently. • Coach and mentor the designated counterpart in order to support his/her professional development and to enable him/her to discharge his/her responsibilities more effectively.

2.3 Deliverables The deliverables of the Procurement Management Advisor are: • Need Analysis Report on existing Procurement Process. • Mentoring on all aspects of International Best Practice in Procurement to upgrade the Procurement skills and expertise of Tashkeel staff of Procurement Department, MEW. • Mentoring on better understanding and use of Commercial Terms & Conditions in International and National Procurement per norms of International Chamber of Commerce. • Assist in defining and formulating the comprehensive set of tools and resources to support the successful implementation of PPU Documents and Procurement Process aligned to International Best Practice as envisaged by PPU.. • Provide sustainability of established process through adoption and notification of Vision, Mission and Strategic Goals of the Procurement Department of MEW.

2.4 Skills, Experience and Qualifications Required The successful candidate should have the following skills, experience and qualifications: • Masters degree in a business or finance-related subject such as Business Administration, Finance, Public Administration, or professional qualification in procurement • Minimum 10 years’ experience in finance, including at least 5 years’ experience of procurement in a government organization or development organization • Previous experience of (i) developing a procurement team or function, and (ii) working with national counterparts a strong plus • Previous experience in under-developed or post-conflict environments a plus • Fluency in Dari and/or Pashto a plus

Afghan expatriates and nationals of countries in Afghanistan’s region are especially preferred for this position.

Afghan expatriates who currently hold MCP Employment Contract are not eligible to apply for CTAP Positions.
