Manager: Transmission Planning & Optimisation - Port Elizabeth South Africa ,

To ensure that the regional Transmission network is developed and maintained such that it has adequate capacity, always operates at optimum quality and offers competitive coverage and associated products. • Control the day to day activities of the MTN Regional Transmission network, ensuring optimum performance and expansion of the network continually meeting the needs and expectations of the customer • To perform high-level support functions on all MTN transmission equipment used in MTN's Network. • Implementation and introduction of cross connect equipment to the MTN Network. Maintaining and administrating the transmission management system. Design, compilation and reporting on the availability of the transmission network in light of the Service Level Agreement. To ensure network expansion is carried out to schedule. • Supervise technical activities; vision and expertise ensuring staff competencies meet the convergent technological challenges of the future.

KPA Duties

• Managing regional strategy for Transmission network rollout • Plan the day-to-day duties and responsibilities of Transmission staff, including arrangement of tasks and leave, etc. • To perform high-level support functions on all MTN transmission equipment at Switching Centers and BTS sites. (i.e. DXX Links, ABIS Compression Equipment, etc ) • Project manage the delivery of Inter MSC, POIL, BTS, DXX links at required service levels (99.5 or 99.95) • To administer accurate data within the current Engineering Database i.e. accurate tracking of RFQ's and orders placed with Telkom and any changes thereof, Co-ordination of the acceptance testing of all Telkom delivered links. • To report on the availability of the Transmission Network in light of the Telkom SLA and address Special Investigations on Links not meeting the requested and supplied Service Level. • Interface to Telkom to escalate "Major Link Outages" on failures, Special Investigations on repetitive failures and Links not meeting the agreed Service Level. • Co-ordinate meetings with suppliers (Telkom, DFA, Mobax, etc), regarding new deliveries, diverse routing 99.95 and planning of transmission from MTN's infrastructure. • To swiftly diagnose and clear any faults or alarms assigned to you by trouble ticket, or ensure escalation to vendor if unable to fix. To close or forward all trouble tickets promptly. • To maintain a sound working relationship between the network operations section and all associated parties, within the company and external. • To ensure that all planned network expansions take place on schedule. • To maintain a comprehensive set of records including all transmission links on DXX Nodes and availability of DXX equipment demands and spares and provide training to staff in the Region. • Control the rollout and interface to Telkom with the installation of the Surveillance Monitoring equipment supplied and installed by Telkom. • Apply ISO9001 & ISO14000 quality principles in all operations elements. This includes the review and generation of quality procedures. • Assist with the operational establishment and development of new MTN networks in the international arena. • Provide on-the-job training and guidance too new and replacement personnel. • Co-ordinate Installation and commissioning of TX equipment, To be fully conversant in the various types of RBS equipment. This includes troubleshooting and faultfinding, link analysis, RF functionality, power equipment etc. • The extra implementation projects such as self provisioning microwave for, PtP, temp uW as well as fibre on national (NLD) and local metro rings including NSB TX sites. • Submit reports to designated management, as per requirements. • Ensure that objectives set by management are achieved within the measured period. • Perform all tasks in an accurate and professional manner and maintain a good working relationship within the network operations and all internal and external clients. Task Complexity: • Identifying sites: planning the growth of the Transmission network considering general engineering principles, analysis & interpretation of network statistics, knowledge of market requirements & profitability. • Planning of transmission: achieving the most effective design of Transmission installation which will satisfy all the demands of the market while delivering satisfactory return on investment. This requires the considerations of the cost of installation, market requirements and expected traffic, environmental management legislation and knowledge of the existing Transmission network. • Optimisation: improvements to the transmission network through technical skills – made possible by detailed knowledge of transmission technology features, detailed knowledge of geographical area; understanding of the role of peripheral parties (other departments within MTN and external parties such as Telkom) and the impact of their performance on network quality. Creativity and experience are essential. • Trouble-shooting optimisation: solving network problems through knowledge-sharing, experience in transmission network design and operation, detailed knowledge of GSM system design and principles, as well as vendor specific operations. • Special projects: involvement in key technology development projects. Supervisory / Leadership / Managerial Tasks: • To project manager all Transmission aspects in the Region & contractors ensuring due dates and quality are strictly adhered to. • Compile a set of objectives for the Transmission Engineers in order to meet the set KPAs, monitor their performance against these objectives. • Plan, Implement and Monitor transmission providers performance against their SLA and ensure minimum downtime to prevent network problems. • Supervise staff and training programs. • Devise methods and systems to improved performance of staff and the service provided to our customers at least cost. Role Dependencies: • Good inter-personal skills with MTN Staff, contractors and customers and build a good future working relationship.

Requirements

• Minimum qualification is a National diploma N6,S4,T3 in electrical light-current/electronics/communication engineering. Higher National diploma or degree will be advantages. • Code 8 EB drivers licence
• Must have natural leadership and supervisory ability with a minimum of five years' experience in the telecoms industry with at least Five years actively performing Transmission Engineer functions in the GSM environment. • Transmission experience. ( 2, 34, 140 M/bit, TAM, SDH equipment) • Radio frequency propagation and radio/Micro Wave equipment installation and or maintenance. • Experienced in working in elevated positions. • Computer literate with Windows and MS Office experience • Prepared to work long hours and travel long distances.
Knowledge: • A good knowledge of the operation, maintenance, planning and implementation of Digital Transmission, Microwave RF transmission and multiplexing systems. • A good knowledge of 2, 34, 140 Mb STM-N transmission architecture. • Computer literate with practical experience in the use of the Microsoft Office suite using the Windows OS.
